amanda de castillo is live at the scene. >> reporter: if you're unfamiliar, we're just across the street from sherman oaks elementary school in san jose. the black suv just pulled up blocking our view of a white car that went into a chain link fence. that fence is separating fruitdale and lee avenues from a children's play structure. we want to take you around the scene. dozens of evidence markers are scattered throughout the intersection leading up to that white car. a witness tells abc7 news there was a shooting involving police. this is information we're working to confirm with sjpd. we asked questions. this had to be a substantial incidence to warrant this amount of heavy police presence on fruitdale avenue. we saw an officer knocking on neighbor's doors for information. several blocks along fruitdale are being roped off because of this investigation. new video just shared with abc7 news shows the amount gunfire erupted. the video shows san jose police officers at the intersection when shots were fired. details are limited but we're pushing san jose police for answers. >> thank you.

in san jose, i'm amanda del castillo, "abc 7 news." >>> all right. i want to spend a few moments talking about how some of the other cities in the bay area are tackling this issue of homelessness. in the past year oakland has built three tough-shed villages designed to help homeless people get off the streets within six months. each 10 x 12 shed houses two people and there are 20 sheds in a village. oakland said 63% of participants who left the program moved on to transitional or permanent housing. oakland plans to spend more than $8 million to double the number of villages. the existing ones are located at peralta park, on 27th street and on 6th street. the new ones will be on 5th street under 880, on mandela parkway under the mccarthy maze and on international boulevard near fruitvale avenue. >>> in san francisco, voters in the last election app tax to raise $300 million a year from the city's largest companies to fund homeless services. the city today told "abc 7 news" the funds will likely be collected starting in january but they won't be distri
