the home secretary amber rudd has launched a new strategy to tackle illicit drug use. after what the home office called a "dramatic" increase in the number of deaths from drugs in england and wales in the past five years. the strategy focuses on helping addicts to recover, and makes clear there'll be no legal changes to decriminalise the use of drugs. here's our home affairs correspondent danny shaw. enforcing the law on drugs, police raids against dealers have been the traditional way of clamping down on the drugs trade. it is estimated to cost the uk £10.7 billion a year, and the new government drugs strategy says that approach will continue, along with renewed efforts to get people off drugs. that's what they do at the harbour centre in london — support people affected by drugs, and help them rebuild their lives.

the home secretary amber rudd visited the centre this week.ocus on recovery. people who are recovering from drugs often need help with housing, they need help with employment, they might have mental health difficulties and in this strategy we've acknowledged that, we've embraced that, i've set out clear expectations for local authorities about working with recovery to make sure that these additional elements are supplied. the 2017 drug strategy is the first for seven years. it says there should be treatment tailored to the needs of drug users. a new national recovery champion will help co—ordinate services. and there will be measures to deal with new drug threats, including substances intended to enhance the experience of having sex, known as chemsex drugs. amber rudd's involvement in a new cross—government drug strategy board will give the plans political impetus, but she's set to disappoint people who say drug possession should no longer be a crime. danny shaw, bbc news. let's get more on this story. joining me now from central london is ste

[ cheers and applause ] what, what, what, what?" and then like 40 more times. yesterday was juneteenth, the holiday that celebrates the emancipation of slaves! but my white friends are not familiar with that holiday. so i was like, "hey, it's juneteenth."

. >> reporter: amber nelson returned back to this garden to work on it and spruce it up. it's in memory of her late fiance. another thing she came back to do is put posters up to make sure everyone noticings his case which is unsoevered. >> i lost the love of my life but i found the man of my dreams. >> reporter: every time amber nelson visits berkeley she's reminded about her tragic loss. september 12, 2010. they were brcelebrating his 35t birthday. as they walked home two men tried to rob them. >> he was trying to do anything they could to distract them from me and that's what caused his fatal wounds. >> reporter: nelson's fiance died here at the intersection of emerson and adaline street. painted circle marks the spot and near is sidewalk, a garden, a living memorial to him. now that memory may be threatened by a development project in the works. nelson and neighbors are concerned about the proposed development. >> they're going to destroy this whole garden for this site. we've been asking them, please, don't do that. >> this serves a greater service for the community

amber lee is live in oakland with how the evacuees are coping. >>> but first, let's go to paul chambers. paul? >> reporter: there's a lot of work to be done before the investigators can figure out what caused this fire. in the last 25 minutes, heavy equipment has been brought in. to secure this area. for now, investigators stopped short of calling the fire suspicious. flames lit up the night sky, this was the scene after a huge fire started at the building under construction near grand avenue in oakland. investigators say the fire started at 4:30 this morning. within five minutes, crews were on the scene. >> at that time, they saw heavy smoke billowing from the center of the structure. >> reporter: as the fire continued to burn, a crane used by a crew was spinning like a top, out of control, engaging firefighters and residents in the area. a few hours later, crews had the fire contained. officials say quick work by all involved helped save lives. >> with a fire of this size, it is miraculous that we've had no loss of life, no injuries. >> majority of the building that was under construc
