amber lee has tonight's special report. >> reporter: millions of bay area drivers depend on the informationy caltrain. christina curry of danville is one of them, regularly driving interstate 680. the data is collected by caltran, using three principal methods. specialized loops of wire under roads, wireless sensors, and fast track responders in vehicle. but there are far few devices to measure traffic. the other two technologies have largely failed. the cost to taxpayers? 60 to $80 million. one top bay area transportation official who asked not to be named calls it quote, a scandal. cal transit has known they're faulty at key locations. >> reporter: internal caltran documents show among the biggest failures are, every sensor on that freeway is dead. on the peninsula, the entire 43- mile stretch of 280 between king street and san francisco and magdelana avenue is dark. on the east bay, none of the sensors are working on 24. the entire 72-mile stretch of interstate 680, all the way from i-80 in the north to 101 in the south has no working sensors. not only do drivers depend on traffic times

amber lee has tonight's special report. >> reporter: millions of bay area drivers depend on the informationy caltrain. christina curry of danville is one of them, regularly driving interstate 680. the data is collected by caltran, using three principal methods. specialized loops of wire under roads, wireless sensors, and fast track responders in vehicle. but there are far few devices to measure traffic. the other two technologies have largely failed. the cost to taxpayers? 60 to $80 million. one top bay area transportation official who asked not to be named calls it quote, a scandal. cal transit has known they're faulty at key locations. >> reporter: internal caltran documents show among the biggest failures are, every sensor on that freeway is dead. on the peninsula, the entire 43- mile stretch of 280 between king street and san francisco and magdelana avenue is dark. on the east bay, none of the sensors are working on 24. the entire 72-mile stretch of interstate 680, all the way from i-80 in the north to 101 in the south has no working sensors. not only do drivers depend on traffic times
