federal employees. mike viqueira is in washington with the latest. >> reporter: the story started to break on thursday. the office of personnel management revealed the data of 4 million employs could be susceptible and reports say that china was defend the attack on the federal government computers. the o.p.m. is the research department responsible for job assignments, performance ratings, training and background checks and clearance investigation for individuals and candidates who are candidates for shengsly sen post. background information from the department of interior that the department may be subject to attack. another victim another agency subject to attack. they say they are working with the department of homeland security determining if personal data was a breach. as for o.p.m. they put out a statement that read in part as a result of the incident o.p.m. will send notification to individuals, whose perform ii personally identifiable information, may have been compromised. since the investigation is on going exposure may come to life. they will conduct decisional notifications as necessary. in the meantime o.p.m. offering employees who are affected essentially an insurance policy 18 months free of charge to protect credit and warning federal employees to check the financial institutions stock portfolios and credit unions against act itty and citizens, that is raising questions about privacy. >> reporter: newly published documents leaked by edward snowden reveals a programme in which the n.s.a. collaborated with fbi to target foreign based hackers in the counter-terrorism programme. documents showed in 2012 the justice department gave the n.s.a. prime ministers to begin to track malicious computer activity coming into the u.s. from abroad. >> the revelations coming days after congress approved the freedom abbing, a lil intended to curb the spy powers and increase transparency. a memo described a request for help from the fbi in its investigation of foreign based hackers. the memo goes on to describe how using the surveillance system would be cost efficient and avoid duplication efforts. intercepted communications would be forwarded to the f.b.i. the plan supposedly executed in 2012 was not publicly disclosed. the revelation comes while concern grows over high profile cyber attacks against american companies and individuals. north korea has been linked to last year's hack attacks against sony which shut down the company's communications, and cost the entertainment giant an estimated $15 million. the agency has been seeking less restrictions in surveillance ests, but opponents -- effort, but opponents argue it could hurt americans. >> being a victim having a code or attachment may be justification for the n.s.a. to grab your email without a warrant. >> the environmental protection agency says there's no evidence that fracking is having an impact on the water supply. a study released by the agency warped it could. john terrett joins us from washington. walk us through the findings. >> those are the findings the headline from the e.p.a. found no evidence of serious threat widespread around the that alone, bust the myth that fracking doesn't harm drinking water. >> for a long time the industry has been pushing back saying it does not impact drinking water resources. it shows it does in numerous areas, and showed the process from where you get the water to how you dispose of it there's problems within each of that. >> the e.p.a. report is unable to abate concerns of this man who believes it's making his daughter sick. >> i want to see her jumping and running again. i love my daughter. >> reporter: records showed three wells have been fracked within half a mile of school within the past three years. in its report three years overdue, the e.p.a. notes findings could have been limited, meaning oil and gas companies failed to react making it impossible to draw conclusions in certain areas of the country. >> there was a lack of cooperation throughout for all five years, and the e.p.a. did the best they could, given the data gaps and lack of cooperation with the industry. >> yes, withholding of information is a concern for environmental campaigners. there's good news. the preliminary report goes on to scientific review there'll be a public consultation period. the hope is that that will enhance the debate. look for the full report to be published next year. >> environmental scientists say there has been no slow down in climate change as some had suggested. researchers from the oceanic atmospheric association says it did not support the theory that global warming together a hiatus. two years ago it was suggested that the rate of global warming was slowing offer the past 15 years. a day after it was revealed a top f.i.f.a. official admitted taking millions in brakes. tonight another former leader says he is going to spill an avalanche of after nearly nine years, america's war in iraq will be over. america >> america's war in iraq clearly is not over. what happened? >> i this i this maliki government as greg baer was pointing out, hollowed out the military force we trained up and equipped and as a result inflamed these sectarian tensions he continue to marginalize the sunnis and what we helped build up collapsed. and this points out, i think, one of the central challenges going forward and that is we can help the iraqis win battles, but they're not going to stay won unless these political sectarian problems are addressed so this potential troop increase that it looks like the administration will move forward with i hope it's accompanied by a new commitment from the iraqi government that it will step up the integration of sunnis in the military force of sunnis in the government governance of iraq so sunni tribes can be peeled away from isis otherwise these incremental increases in american troops or the spotters that many of my gop colleagues want none of this is going to make much of a difference if
