defensively and offensively? >> the last year or so has been hard on the american u.s. intelligence committee. you have seen that with various releases from the national security agencynd the cia through groups like the shadow broker's and wikileaks. our defensive capabilities are considered the pinnacle in this space. however we have taken a significant hit over the last few years and i think that will have an impact on how we respond. with respect to his comments a moment ago, as international community this is not to say u.s. problem, we have to determine how we are going to respond to these tests of incidents. when is it appropriate to use force for example and response to a cyberattack attack? when are sanctions appropriate? it has been talked about ad nauseam and there is no easy answer. if there were, we would not be in the situation. >> sanctions have been tightened or extended on russia. how concerned do we need to be about russia? >> you bring up a good point. a lot of the sanctions that have been put on russia have not seems to have that much of an effect. vladimir putin got reelected. the price of oil is rising again. they are hosting the world cup. there
