. >> i am from the american enterprise institute. we are 40 years into the goldwater nichols legislation. are there service chief responsibilities that have been taken to other places that impede your ability to recruit, train and equip the force? anything you would like to see rebalanced in the future? >> thank you. >> let me start. while a lot of the services had decades to hone their craft and get combat feedback and figure out exactly how they wanted to fight, we had to do that with the joint structures latest on top of us to start with. that is one aspect. the second one is u.s. space command was six months in front of us and at the time of its founding there was not going to be a space force. they gave it a lot of service like responsibilities. a lot of the special operations model when into it. we have to sort through it. the things that service chiefs are worried about, training and readiness, and when you have the demand signal from dangerous areas, there is a tension that occurs there. we have to recognize the tension exist

bring in matt whitinger a senior fellow in poverty studies at the american institute enterprise institute, good morning to you. >> good morning. >> steve: it's crazy. back in the day washington's intent was to get money back into the hands of the people who needed it because of the pandemic. there were a lot of people who looked at these programs and just said, hey, that is so easy to scam and they did. >> that's right. some of it was literally by design. early in the pandemic. congress passed a series of laws creating new and expanded unemployment and business benefits that they i brought down guards. they said the money needs to get out now and we in some ways not concerned about who is going to get it as the big as the fraud is in the tower you think the number is bigger. >> your viewers have probably used to it. the a.p. found something around $400 billion in misspending. but there have been repeated reports from inspects general and other accountability experts and others along the way that more and more of these losses are uncovered, a spectacular report comes out with a very large
