government. so i understand the frustration and exhaustion of the american people and the hardworking federal employees who could take it no more. and ask for some minimal way to avoid the atrocious and catastrophic closing of the basis of whim he and opposition to an established law, the affordable care act. an hat came of it was additional $1.012 trillion that would be spent over fiscal year 2014 and twifert. -- 2015. and would would allow the restoration of head start seats hat were lost, child care, housing assistance, educational dollars for higher education, research dollars, the same needs that i expressed during the shutdown that were being enied, the addition of these dollars, minimal that they were, but enough to give us a boost over last year's expenditures and to save some of the needs that americans had that were lost. i support that and congratulate that step made. and it got us past sequester. which was trickery that was offered as a hammer over a commission and committee that was supposed to design a grand bargain of moving america forward. but what we also attained in this budget act,

16 days, 800,000 federal employees or more were sent home with the promise that eventually they would be paid. and millions of americans were denied the basic services of our government during that government shutdown. well, we managed to emerge from that, but the promise that we would fund our government with a continuing resolution until the middle of january. but then the burden fell on patty murray and paul ryan and the members of that conference committee to come up with a solution. and they did. and that's what's before us today. those who are voting no on that don't have an alternative. they really don't have a plan. they're just angry or upset or basically opposed. but they don't have an alternative. and if it means that they would want another government shutdown, well, so be it. but thank goodness an overwhelming bipartisan majority in the house of representatives voted for this plan, and yesterday, if i'm not mistaken, we had 12 republicans join us and all of the democrats, 55 democrats. 67 voted in favor of this bipartisan budget plan. what is especially important to me as a member of the appropriations committee is that not only is it avoiding another go

americans. why should we be going after middle income folks. why should we say that federal employees who are working with veterans in the hospital and taking it on the chin as a result of the government shut down, why should we be asking them to pay something when we are not asking the owners of reduce corporate jets to their subsidy or why, as mr. hoyer and i said earlier, some of these large agribusinesses, why shouldn't we take some of the huge subsidies we are now providing two major agribusinesses as a way of reducing the sequester instead of these other methods? and again, it is hard for us to understand why republicans would say it is a great night dia to raise cash great idea to raise fees on the traveling public -- would say it is a great idea to raise fees on the traveling public when they will not ask anything of the owners of private jets. it just shows that they are always going after the little guy and letting the big guy not contribute to this effort. ms. pelosi, you said earlier that an agreement was contingent on a deal to extend unemployment insurance. >> i did not say that. i did not see many of you there at the hearing this morning, but we had a full house anyway.
