friends keep talking about a group of patient advocates, the aarp, cancer action network, the american heart association. these are hardly political groups. these are patient advocates, said that if the cruz amendment passed, quote, younger and healthier individuals would be allowed to purchase non-a.c.a.-compliant plans that have lower premiums but fewer benefits. without the younger, healthier people in the risk pool, premiums for a.c.a.-compliant plans would rise quickly and significantly. this same kind of risk pool segmentation occurred prior to the enactment of a.c.a., when 35 states operated high-risk pools. and -- in that experience, most of those states were forced to limit enrollment, induce benefits, create waiting lists, and raise premiums and out-of-pocket costs to the point of unaffordability. millions of patients lacked care and treatment. that's not chuck schumer, minority leader, talking. that is the aarp, cancer action network and the american part association. again, what those groups said about the cruz plan, that it would limit enrollment, reduce benefits, create waiting lists, rais

american hospital association is opposed to this legislation. the american cancer society opposed to this legislation. they know what its impact will be for folks who are struggling with cancer. the american heart association. the american academy of family physicians. the american academy of pediatrics. the american psychiatric association. federation of american hospitals. the catholic health association. american lung association. cystic fibrosis foundation. march of dimes. the national m.s. society. the american nurses association. one might think that when virtually every major national health care organization in this country is opposed to legislation, that maybe, just maybe, our republican colleagues might think twice about go forward. but they have not had in this process the opportunity, amazingly enough, to hear from doctors, to hear from hospital administration, to hear from patient advocates, because, mr. president, as you may well know, despite the fact that we are dealing with an issue that impacts every single american, which is what health care does, an issue that impacts one-sixth of the american economy, over $3 trillion a year, there has not been one hearing, one public heari

the american heart association stood by quaker oats and said, we think this is important for the public to know. they put a phone number so people could go more information. the fda allowed them to do it. this was the start of health claims on food. bit since the early days. there are terms that have to be defined as part of the nlea. the last part we will cover quickly is supplemental nutrition program. we will talk more about the school lunch program, food stamps when we get into the food assistance section of the course. basically these fall under the usda food and nutrition service, which was established by the white house conference in 1969. there are lots of food programs under fns, 15 or so. the ones highlighted are the ones we will talk more about. these nutrition supplement programs are linked to the farm bill. the first farm bill came out of the depression, from the dust bowl era. all of these are linked to the farm bill. nutrition was important for urban people, and agriculture was important for rural people. talking a little bit about this. how did we get where we are now? n
