this year's epa budget and the american jobs plan will help us get there. and i also saw i think kathy castor as well who has been working with us on the claim future act. the budget includes 1.8 million for the epa programs to fund research, grants to state programs and supportive agency activities. the investments in the american jobs plan go even further with 100 billion for power infrastructure, significant investments in reducing emissions from school vehicles and buildings. the budget also increases the superfund and field cleanups. again, the american jobs plan goes even further, calling for reinstatement of the few superfund investment of $5 billion in cleanups. i really want to stress, administrator, the importance of bringing back the superfund. we know that investing in the superfund cleanup's creates jobs, mitigates threats to human health and directly benefits the communities around contaminated sites which are often low income communities and communities of color. and for big investments in the drinking water infrastructure including the repla

i am pleased that the president's american rescue plan and jobs plan includes so many critical investments for our nation's workers and working families. the american rescue plan extended unemployment benefits to millions of families, a critical lifeline for american workers temporarily out of a job. the american jobs plan will invest in american workers by providing $100 billion over 10 years to strengthen our workforce, protect workers against wage theft and work place discrimination. the american jobs plan also includes protecting the right to organize, the pro act, which ensures all workers have a free and fair choice to join a union, strengthens bargaining rights for workers. and it includes a subsidized jobs program to tackle long term unemployment and underemployment. i'm glad that president biden's funding request builds on the american rescue plan and the american jobs plan by proposing $14.2 billion for 2022 for the department of labor. and that's an increase of $1.7 billion. the request includes $285 million for apprentice grants to expand access for women, people of color, and

a key component of the american jobs plan is training our workforce. this is a reality. the changes in the american economy, many of which have been massively accelerated by covid, are very scary for millions of americans. it's a scary place to be 10 need a job and not have the skills to get a good job. that is why this package calls for big investments in training our workforce. this was a priority when i was governor, and i saw it work. i know it works, we saw it work. and i ran for governor of rhode island, if you haven't been, i want you to go, it had the highest unemployment rate in the country, number one in america. it was very sad. the unemployment rate in the building trades was over 20%. think about what that does to a community. before covid before a live our work rhode island had more jobs and any time in our state's history. we'd only been to it in a broad sash -- in a broad fashion. big investments in worker training. the fact of the matter is in order to compete we have to have investments in apprenticeships, community college, stem education, and job-train

we believe this bill can help implement parts of the american jobs plan. do you believe legislation should include electrification and the carbon aging programs so we can meet the goals of the american jobs plan? >> i would like to take a look at that legislation. just was six weeks now i haven't had a chance to look at all the legislation but i do believe if we can expand electrification in our ports also with the air quality standpoint and the climate standpoint. >> the epa is investigating an industrial site for eligibility on the national priorities list used for recycling scrap metal through 2016. the epa is supposed to test the soil in nearby neighborhoods for contamination. this facility was allowed to operate for 15 years so close to a district majority latino and african-american. it's an example of the environmental and justice residence proclaimed about bad odors and metallic taste and to hope we can work together to move as quickly as possible to remediate so thank you again administrator for your leadership i look forward to working with you a
