servicemembers being given rules of engagement that preclude them from being able to help these allies or americanitizens? >> we simply can't get people through the gate quickly enough. we don't have enough state department employees on the ground. the state department announced that they have 20 consular offices in kabul and they're waiting for 40 people to handle tens of thousands of evacuees. it's completely unacceptable. all the marines i've talked to on the ground say that they need more troops. so, when the president and the secretary of defense claim that they are giving every resource necessary and available to this effort, that's just not true because you have marine commanders on the ground saying they're stretched thin, they need more troops. if they had more troops they'd be able to process more people getting in through the gates and that's the solution to this present problem. >> i get that this is an incredibly dangerous and difficult situation, and i can't even imagine the blowback were president biden to surge troops to tell them to go out into kabul, to go out into the rest of th

. >> speaking of the visceral reaction and internal decision, if you will, of what the american servicemembers get a sense some feel all of this is vain, they left and as a result the taliban have taken over and everything you worked to try and build aside from the afghan military, let's put that aside for a moment but the things you tried to do in terms of infrastructure, schools, hospitals, health clinics, education,s athat all been wasted? >> that's a real feeling and a real fear right now especially for those very involved in building of schools and infrastructure to educate women and girls. the taliban has said they're going to continue to respect women's rights but they do not have a history of doing that. i think there's a large concern, i was speaking with a good friend who was a gender adviser recently over there, all of the work that was done to build an infrastructure dignity for human rights to ensure that education is promoted, that there is access to meaningful health care, access to the legal profession that's there, that is going to be completely dismantled in the coming days.

charles: so we learned at least 10 american servicemembers are dead in that bombing in afghanistan. joining me now democratic congressman from texas henry cuellar. congressman, obviously very difficult news out of afghanistan, while it is making this tough situation already tough when we woke up but it will become more complicated, more dire. just your thoughts what's happening? >> you know, certainly you're right. it has been a very difficult situation with all the people trying to escape and leave kabul, afghanistan. it is responsible, knowing that in this you will have some enemies, isis, al qaeda, we don't know what the source came in, of course they will try to take advantage. the conditions were there somebody could take advantage to cause this type of chaos and possibly kill u.s. soldiers, civilians in this situation. charles: representative, listen, we're trying to do monday morning quarterbacking and play the game at the same time but it is evolving and you just made ma common sense statement, what the military inside the airport and everyone outside the airport for the mos

our american servicemembers make us proud and make incredible magic occur when given very, very toughut at the policy level i see the department of state not talking to the department of defense. so there's a lot of frustration that's taking place. and then you look at who's responsible for the area of operations. we've got a commander who needs to raise a hand and say i got this, this is a terrible tragedy, and i haven't really heard that level of frustration or anger or a sense of how we are going to accomplish this and acknowledgment that that individual owns this, i would say, evacuation that hasn't gone exceptionally well at that operational level. >> julia, we keep hearing about over the horizon intelligence efforts by the biden administration. which means from not within the country itself. will counterterrorism efforts be harder without a u.s. presence in afghanistan? >> yes. we can't deny that. over the horizon capabilities are good. they are essentially drone and airstrikes or covert operations. but they are different. and so i think the question that remains, and some peopl

. >> as you know, biden is concerned, and i'm sure we all are, about losing any more american servicemembers in afghanistan. the idea of extending the duration of time under which the united states presence would continue in kabul. that would exacerbate the risk. you've heard jake sullivan, the national security adviser, talk about the real terrorist threats that they're picking up, especially when it comes to isis-k, which is in kabul and afghanistan. what do you say about that? >> so, i think that's real. isis-k is real, the taliban really doesn't control them. when i was chairman of homeland security, isis-k, one of the biggest external operation groups, now they're going to thrive in afghanistan. my point is why are we letting the taliban dictate the date that we evacuate out of afghanistan? it should be the other way around. but now i think because they didn't plan, they didn't have a strategy, there is so much chaos at the airport. jake, we're clearing house the foreign affairs committee getting thousands of these people out of there. but sadly a lot of the interpreters that have their

if you have american servicemembers thinking and feeling people at the state department, people at the pentagon thinking that and hearing that people that they've worked side by side with, people who they have made promises to, people who they look at as their colleagues, their brothers, their sisters are now being targeted and killed by the taliban, that i can't even begin to describe just how searing that emotional toll will be on these people. i think the white house on one level is aware of the need to get these sivs out of afghanistan but i don't think -- i think they are still bogged down in this american system, which is sort of geared up, even though we say that we are a nation of immigrants, the visa program, the bureaucracy of getting into this country is really hard. everything is designed to make you jump through as many hoops as you possibly can. it's very, very difficult, and we're still stuck in the bureaucracy of saying we've got to do this vetting, we have to do this processing and we're not thinking let's get them all out. i don't think the white house at this point h

refugees, we want to protect and welcome afghans who served alongside american service numbers, we heard from so many servicemembers and veterans who vouched personally for their interpreter but we evacuated 125,000 afghans at last count, many had very little if any connection to our servicemembers over the last 20 years. i'm glad they are out of the taliban's groups but they have to qualify under american law before the we admit them to the country, they cannot be admitted into this country, the trump administration, refugees in jordan, the afghan refugees in places like qatar, turkey or albania or other countries, i'm glad they are out of the taliban's group but it is not our responsibility to welcome every single one to the country if they do not contribute directly to the military forces the last 20 years. laura: we care about afghans who are at risk who need to be out of the country, that's millions of people, not 120,000 people, we are talking several hundred thousand or millions of people. everyone feel terrible for everyone suffering around the globe but there are a lot, congress has responsibility to make
