relations with latin america. i have never done a book on truman and latin america. i have done a couple of articles. i have done books on jfk and eisenhower and latin america. i have been a general study of the cold war relations in latin america. i've had the honor and privilege during my life to teach abroad. i have taught in 20 different countries, and in particular i have talked many times in argentina. i have taught in brazil, in ecuador and colombia. that will inform i talk here because i will look at truman and latin america in the way a latin american would look at it. i will go over some of the same materials, but from more of a latin american perspective. if you were to ask an educated latin american citizen, a citizen who had a sense of history, if you were to ask them, what do you think of harry truman and latin america? you would probably pretty much draw a blank in terms of that question. truman does not have among latin americans a strong memory. -- a strong presence. if you mention harry truman, and educated latino would immediately bring up the mars

leader could receive in latin america. he was at a state dinner in 2008 in in buenos aires, and the world's best tango dancer asked him to dance. the president did do very well. to be sure, not all latin americans would want to dance with democratic presidents. mexicans would denounce woodrow wilson for dispatching general pershing in 1916 into mexico trying to chase down pancho villa. and lyndon johnson, any discussions would probably never get past vietnam. if latin americans tend to think favorably of democratic presidents, and they do, why would president truman not be remembered by most latin americans? in my judgment, president truman seems obscure in relations, especially as perceived by latin americans, because he was a transitional figure. he served as president between the good neighbor policy and the cold war era. put another way, the united states emerged from world war ii as the world dominant power, with global ambitions and responsibility. regional concerns like relations with latin america would be subordin

relations with latin america. if he felt he had left a legacy, he decided everything else in his presidency was more important than the legacy and did not mention it in his memoirs. what did the situation look like in 1959? -- 1969? i think 1969 because i have dr. robert farrell's book on american diplomacy at home, and i look at what he said. 1969 is a good time to see with the legacy is because the documentation of the foreign policy of united states during truman's administration was not open in 1969, and just about to be opened a few years later after president truman died and his white house files have begun to be opened. what did it look like in 1969? dr. farrell says "u.s. diplomacy toward latin america lost importance after world war ii it had in the 1930's. truman had said he would continue the good neighbor policy, but there were no large gestures during truman's presidency of the sort made by roosevelt at the conferences. since the end of the second world war, the problems of the united states and latin

influence in latin america. aid economic and military was given primarily to europe and asia during women's presidency. truman and his advisers believed that latin american economic health should be achieved through foreign investment. and the last. the focus of u.s. foreign defense policies on europe and asia, combined with the almost exclusive focus of u.s. aid programs in those regions caused some latin americans to feel their countries had more in common with the newly independent european colonies than with other undeveloped countries -- and with other undeveloped countries than with the united states. the united states sometimes seemed an enemy to their national interests and aspirations. so this is the legacy that president truman left with respect to latin america. thank you very much.
