i am a volunteer with p.o.c. i am here instead of dr. eugene and am reading his letter. my name is dr. eugene, and i am a retired physician who served this community for over 35 years, and i am a member of p.o.c. i referred many patients to st. luke's when it had a full complement of services and was licensed for 28 beds. there are the residents who live in the south of market area. this should be rejected. st. luke's has been significantly dismantled over the past years to the point where cpmc's plan is a mere 80 beds. there are no few -- fewer people living south of market and years ago. they still suffer from heart attacks, strokes, drug overdoses, and the likes. this hospital cares for occupations with a high incidence of birth-related injuries, cooks, landscapers, truck drivers, warehouse workers. the workmen's contract was closed. bayview hunters point alone accounts for more children than any other is a good, and the mission and the excelsior district also includes a significant number of children, and those services are being cut -- more children than any others.

the reason i am successful in my day job is because i am an artist, i am involved in creation. that said, san francisco has a vibrant entertainment scene. it continues to grow, it continues to bring people to the city. i believe that there are a lot of ways that this commission can positively impact the scene as it is now. i would say one of the first things i would bring to the table ideally would be the way to book local and by that, i mean to have venue owners to have successful venues whether they be corporately owned or independently owned. book artists on weekends to open up for established artists with the hope of growing those artists to fill their venues on monday or tuesday and wednesday. this was an idea i discussed a long time ago with boots houston who owned the maritime hall. i asked why do not book on a local opener and he said they do not drive people -- drug people. -- draw people. if you do it would add to the revenue. that is why would like to see happen. i cannot say anything more than willing to encourage the current lackluster book local. supervisor campos

i am not so sure i am in favor of the changes now being put forth, either by the supervisor, or staff recommendations. certainly, i am much closer to staff. i am just not sure we have to go through the cumbersome conditional use process every five years for a parking lot that will be anything else. no one wants to keep a parking lot. they can generate much more revenue from a use that is a building and other things. we have seen a lot of that. we have seen these interim parking lots, when they did have the approval for their project and the project has been slow with income, they have asked for interim parking. many of these have then gone on and build the project they were intended for. that, we have to look into. i think, certainly, grandfathered projects, have to be included. i do not see any reason why -- or is it actually appropriate, and perhaps questionable. perhaps it is a matter of policy that any city should do, to try to change their rules midcourse with grandfather projects. the zoning administrator limits that have been concerned -- voices concern around those. most of th
