i am a volunteer with p.o.c. i am here instead of dr. eugene and am reading his letter. my name is dr. eugene, and i am a retired physician who served this community for over 35 years, and i am a member of p.o.c. i referred many patients to st. luke's when it had a full complement of services and was licensed for 28 beds. there are the residents who live in the south of market area. this should be rejected. st. luke's has been significantly dismantled over the past years to the point where cpmc's plan is a mere 80 beds. there are no few -- fewer people living south of market and years ago. they still suffer from heart attacks, strokes, drug overdoses, and the likes. this hospital cares for occupations with a high incidence of birth-related injuries, cooks, landscapers, truck drivers, warehouse workers. the workmen's contract was closed. bayview hunters point alone accounts for more children than any other is a good, and the mission and the excelsior district also includes a significant number of children, and those services are being cut -- more children than any others.

i am a san francisco resident and i am in support of this but deflation. i would like to bring it to the committee's attention a report issued by the san francisco planning and urban research association that makes several recommendations supporting building a national park. "the next 23 years, the city should proceed as quickly as possible to restore and protect frog and snake population. over the next three to 10 years, you should evaluate the feasibility of partnership with another entity to manage and or operate the site. finally, over the next five to 50 years, a change of land use should be considered for a sharp park, a naturalistic setting, including enlarged lake with an outlet to the ocean may provide better habitat at recreational opportunities as well as being less expensive to manage on a day-to-day basis. there of the invaluable recommendations made. recognizing the changes need to be made to deliver to process, the ordinance makes clear now that san francisco must only move forward with a new management agreement if that national park servic

i am a resident of san francisco. i am a graduate student in biology. i am arguing as a part of the legislation. sharp park, as it exists currently, is a habitat. it is a costly, wasteful, an impoverished habitat for animals and plants. it has potential to be so much better. i visited sharp park on a couple of occasions. i found it to be surrounded by litter and other debris of heavy use. so, the limited habitat is degraded. around the world and around america, around world, habitat loss and degradation is the number one threat to buy a- diversity. as these habitats are debated and fragmented, species are forced to leave or go extinct. restoring it into a more complex environment, there will be increased habitat area, better quality, and internal support of wildlife. people have been talking about the endangered snakes. as they currently exist, they are isolated in a handful of bodies of water, surrounded by heavily attended golfing areas. by improving the quality, restoring sharp park will benefit the wildlife, particularly those with smaller home rang

i am not so sure i am in favor of the changes now being put forth, either by the supervisor, or staff recommendations. certainly, i am much closer to staff. i am just not sure we have to go through the cumbersome conditional use process every five years for a parking lot that will be anything else. no one wants to keep a parking lot. they can generate much more revenue from a use that is a building and other things. we have seen a lot of that. we have seen these interim parking lots, when they did have the approval for their project and the project has been slow with income, they have asked for interim parking. many of these have then gone on and build the project they were intended for. that, we have to look into. i think, certainly, grandfathered projects, have to be included. i do not see any reason why -- or is it actually appropriate, and perhaps questionable. perhaps it is a matter of policy that any city should do, to try to change their rules midcourse with grandfather projects. the zoning administrator limits that have been concerned -- voices concern around those. most of th

i am within 300 yards of the proposed site. i am here to support my community. i asked you to deny at&t the right to build at that site. i have been a resident of this community for five years. i am a long-term at&t user. i have never had an issue or a dropped call within my area of service or might baseman or my backyard. our service has been excellent with at&t. i echo everything that my neighbors have said. excellent service, a blight on the neighborhood. we feel like thiscell tower is not necessary. please say no to at&t and say yes to our neighborhood concerns. >> good afternoon, board of supervisors. i live within 300 feet of the proposed site. i am a longtime at&t subscriber as well. i have perfect reception. never a problem or a complaint to at&t about service problems. i understand that there is a cell tower on the same block. i do not understand why they need another one in an area that has good service. does that not make sense. i don't see how they can improve my service more than it is. i am a longtime resident. i have two kids. i look out my window

i am wondering what you and some folks in the community think about that. >> i am worried about the prospects. st. luke's is part of an integrated health care system, which means they depend on the rest of them to function. if they were to become dependent on an 80-bed hospital there is a good chance they would not survive. the question is who is willing to take over st. luke's and operate as a larger system, or they will not survive. we lose the only private hospital in the southwest of the city that has that history of serving low income communities. >> next speaker. >> thank you very much for this opportunity to address the board on this critically important matter. there are health care impacts and affordable housing impacts this massive developments will have, and they will be met either partially in partnership with cpmc or by us, the taxpayers, because poor people will continue to exist and need housing or health care whether or not this project is built. this will create a new set of demands for affordable housing. it is disappointing the mayor's office has chosen such a narrow focus.
