i am ryan. i am a probation officer. i want you all to know, there is about three minors incarcerated one is out in the community right now. they plotted a mass school shooting. you might want to call the kids' school to see if it is affected. a lot of kids coming through our doors, their home, parents and community failed them. we take them in and care for them. we make sure they are safe, get their meals and walk out of that door whenever it is time. you guys they are always blaming juvenile hall. that we are locking them up. our job is to follow the court orders. talk to the court. the court sets the rules. we are just doing our job to make sure they are safe inside. everybody always talks about juvenile hall doing this or that. they came in broken already. stop saying we broke then. it is not us. on top of that juvenile hall is a place where it is like a time-out. they sit down, think about actions, decision making, create a plan instead of acting on impulse. on the streets they act on impulse. lives might be lost. y

i am angela. i work at homeless prenatal program here to ask you to support critical behavioral health services portion of the act. i want to speak to the importance to fund the expansion of mental health services for homeless families. this would fund five homeless directors. they would not only be able to provide direct services to case managers but to supervise interns to expand therapeutic services for homeless families. there would be a priority in bilingual clinicians to serve the immigrant families we see in homeless services and these services available to those not eligible for medical. homeless children are three times more likely to develop behavioral health problems. they are fou four times more liy to have developmental delays and twice as likely to repeat a grade or dropout. homeless mothers are 50% to experience depression and ptsd as the general population. if homeless families are given proper mental health support, the children are far less likely to experience homelessness as ad

i am shelly dire. i am the program supervisor with the neighborhood development corporation and i am to speak in support of dalda's moving to the new market space. they have been a healthy corner store since 2015 and have been successful in the program. some of the big successes over the past few years. they are not selling any alcohol on credit. they reduced the selling area of alcohol by 20% since they have been in the program. they are a true staple in the community. they are participating in community engagement such as every first friday a better lower eddy street campaign event. the staff and bill is very supportive of the event supporting us in taste tests or community engagement. they are a staple. many residents wanted to see dalda's moving to the new space. we are excited about them move goes to that space. they have a lot of healthy signage to promote the healthy items available in the corner store. they are an outstanding participant and have two phases every design. this have a refrigerati

i am bill hursh. my professional experience including work at mon traditional health program and directing a legal service program and directing mental health association of san francisco where i advocated for additional support of housing and serving 20 years as executive director of the aids panel in san francisco. addressing the legal needs of those living with hiv who have mental health issues as well. you will hear from speakers from a range of populations and service modalities. underlying all of the testimony is the simple message housing is healthcare. it is impossible to address the health needs of people with mental illness, substance use disorders and people living with h.i.v. if they do not have access to save, affordable housing. while most folks believe the people who are homeless living on the streets got there because of mental health and substance abuse. for many the trauma, violence and deprivation they face on the streets is the cause of mental health and substance use disorders. tw

then i am done. today we have the distinct honor of recognizing the outgoing chair and long time member of the parks recreation and open space advisory committee, also known as prozac. stefan had to step down after nine years. he was first appointed in 2010 to seat number six representing district two and was later reappointed by supervisor farrell and most recently by catherine stephanie. i wonder if that is history. has one prozac member ever been appointed by three supervisors. three years as vice chair and three years as chair. in addition to the committee he is a member of friends of lafayette park. he is an extremely community focused park advocate involved in numerous projects in san francisco, including putting his professional music production to good use in five seasons for saturdays in the park at the concert series. he was instrumental in basically creating what i think is maybe the coolest dog park in all of san francisco at lafayette park. i want to thank you so much for your leadership
