would be in the 50-95% ami range. for that population, although asian-pacific islanders households comprise 28% of the 50-80 ami, they compose 60% of people that are in the ownership pool. african-americans are underrepresented, as are latino and hispanic families. african-americans are about 7% citywide in that demographic, just about 1%, very low number in our ownership units. latinos 13% citywide and 5% in our bmr units. in terms of the outreach and the marketing for those units, because i think those demographics automatically lead to those questions. through the time i have been there with the department, so i started there about 2005, we have had grants to a number of strategic community-based organizations in order to increase our outreach, specifically on the homeownership side. so we have worked specifically the asian, inc., with san francisco housing development corp., san francisco's lgbt center, et cetera. specifically to try to target outreach to the api lgbt latino and african-american communities, as we

ami or below income. so it's a 1:1 match between the pricing the unit and the eligible income level. and given how the pricing works, you really have to be at 89% ami for you to be able to afford the mortgage payment. you have to be credit worthy and have the required down payment. so we have seen cases where a pool of applicants is so restricted given the tight alignment between pricing and eligibility that we wanted to provide the eligibility for bmr units to be priced still at 90% ami, but the income eligibility extended up. so it provides a bigger pool of applicants and allows us to -- if facilitates the sale of the units more quickly. this was the good-faith effort line after a period of six months, units are not able to be sold. and what this allows us is under certain circumstances to grant the ability for those re-sale units to be eligible to people for up to 20% above the ami level. it doesn't change the pricing, but gives us flexibility. >> i think that is right. because if someone is at 89 and

i'm amy goodman. president obama is expected to sign the bill to deter the brunt of tax hikes and spending cuts known as the fiscal cliff that took effect at midnight yesterday. the compromise bill passed by the house late tuesday makes bush tax cuts permanent for about 99% of households. it allows tax increases of about 5% only on incomes above $400,000 for individuals or $450,000 for couples. the deal extends unemployment benefits, renews tax credits geared toward low-income families, and delays automatic cuts for military and other spending for two months. president obama compromised on the tax issue after initially backing increases on family incomes of more than $250,000. speaking tuesday at the white house, obama claimed the deal is a victory. >> the central premise of my campaign for president was to change the tax code that was too skewed toward the wealthy and the expense of working middle class americans. tonight, we have done that. thanks to the votes of democrats and republicans in congres

a pier fire. >> amy joins us live from the scene. what have you learned, amy? >> i tried to figure if you can see anything. it is so dark i don't think you can. the fire is out on the water. it is pitch black. straight to the video you can see what was burning a few minutes ago. this is an old pier with a building on it, unoccupied for years. it is tough if firefighters to get there. they cannot reach the fire. so a fire boat just arrived. they do suspect this was set by someone. this is no electrical source out there and this has been e for years and maybe it was fishermen setting a warming fire or someone out to exit arson to be cruel. they will investigate that. no one was hurt. this was empty. firefighters have been spraying from the shore. the fire started after 3:00 this morning saying they believe the pier and the building on it has caught fire before, probably a couple of years ago. if you are curious where we are, i have a landmark if you have crossed the carquinez bridge and seen the c&h sugar refinery reare down shore from that and there was a concer
