abc 7 news reporter amy holly field is live. >> reporter: those who are against president trump's executive order think that this hearing went very well for them. the government's defense surprised them, and they thought it was very weak. protesters gathered outside the courthouse before the hearing worrying that the president's order would strip counties of more than a billion dollars in federal funding. in a surprise, the attorney for the federal government denied that saying his interpretation of the president's order is that the funding would be safe, only $1 million in grants in jeopardy. he contradict what the president has said. those on the other side think this is a good sign. >> this last minute interpretation is not credible. in fact, i thought the federal government came off looking even more weak. they might have been better off just sitting silent. >> reporter: those against the order told the judge not to rely on this interpretation that they can't just hope that the trump administration would only take away grants. they asked the judge to put an injunction in place. the judg
