amy hollyfield joins us now. amy: the vaccination rates among open students are low so this will impact a lot of students. this also brings out a lot of emotion from some parents. listen to this moment that happened at the meeting last night. >> we are going to recess the meeting. people need to wear their masks. >> put your mask back on. amy: a woman opposed to the vaccination mandate nearly forced the meeting to go into recess when she removed her mask. the board approved requiring students 12 and older to get at least one shot by january 1 to attend school in person. if they do not, students will have to make the switch to an independent study program or un-enrolled from the school district altogether. one board member says she does have her concerns. >> i guess we need an update soon about what that is going to mean for the 50% of black and brown students not vaccinated. amy: the school district says it will focus on outreach to try and convince families to vaccinate their kids. families will need to make a de

amy hollyfield joining us on the roads. amy: good morning. we are just getting on the sun raffaella richmond bridge. the bay area is getting a good soaking. in the last half-hour, we have been driving through heavy downpours. this is a little lighter right now than .xpericein t we are getting more of what we saw yesterday. not getting a break this morning at all. we want to give you a look at some of the messes the rain created yesterday. one of the biggest issues was clogged storm drains. it caused flooding on woodland avenue. crews say all kinds of things get into the drains to clog them, but the biggest offender is leaves. we had a crash on highway 101. this was one of several authorities had to deal with. >> just be mindful. conditions are slippery. we have not had to deal with slippery roads for a while. want to drive like it is a normal sunny day. that is not the case. we have been busy with crashes. our message is at this point, help us out and slow down. amy: city workers were not just responding to issues. crews were also doing some

abc 7 amy hollyfield is live in the newsroom with more on that. amy: yes, they are having a substitute teacher shortage in san jose. it is happening around the country. y members are having to go in and act as substitute teachers. they say they can usually work on 200 people to be available to sub every day. now the number is cut to 100, so cut in half. they are having to return to other specialized personnel. one counselor told us she is now a counselor 80% of the time. the other 20%, she is an on-call substitute teacher. >> counselors are not trained teachers. those not people we have in classrooms number two, we are coming back from a global pandemic. there is a mental health license. our students are -- crisis. our students are struggling. and to pull counselors is not good. amy: they can say which grade and subject they prefer. this is not standard operating procedure, but this is an emergency and they have turned to and approved only because it was their only option. they just don't have enough people willing to come into the classroom and su

amy hollyfield is following the story. what more do we know about the man?s 26 years old and they treated him for burns when they found him. if he started the fire, he created quite the scare. look at the crime tape at american canyon high school. the fire was heading this way. it also threatened a neighborhood. firefighters issued a warning for a nearby neighborhood. the fire started just after 6:00 last night near the high school, and the wind really helped push the fire along. residents say it looked close and threatening. >> as soon as i walked out the door, the whole hill was on fire. >> i saw a ball of smoke, orange. >> i had a bag ready to go with all of my need to haves. >> the man who they detained was found near a burning car, and they say it was a stolen car from vallejo. the man was found near a water tower in a creek area off of the main road. they have not released his name but they do suspect arson. they stopped the forward progress of the fire last night, lifted the evacuation morning at 8:15. they got about half of the area contained with fi

amy hollyfield joins u joins u u pleasant hill with what is next and what pediatricians think about this. amy: we spoke with some bay area pediatricians who say this is very good news for all residents . they are excited this happen. the fda panel voted to move forward with the emergency authorization of the pfizer vaccine for kids ages five to 11. a doctor told us they have seen a small uptick of children who have been hospitalized with covid, saying it underscores the need for this vaccine. the doctor told us this would benefit everyone. >> children live in homes with adults, grandparents, and they go to school with teachers who are all vulnerable to the effects of the virus. in a way, by getting the kids vaccinated, it is a way to make the entire population a little more healthy. amy: this is an advisory panel that made the decision. a final decision from the fda is expected any day, followed by the cdc. the doses of the vaccine would be shipped right after the decision and they would be 1/3 of the strength given to those ages 12 and older. it is believed that would cut down on heart
