amy holyfield, abc 7 news. >> amy thank you.he oakland city council is expected to make changes to its plan to license medical marijuana production and processing plants in the city when it meets tonight. the city council voted in december to suspend the permit process after pressure from the u.s. justice department. the oakland city attorney warned the council the current proposal allowing for massive pot farms probably violates state and federal laws. a new plan is expected to be more in line with state law for medical marijuana. >> in a few hours san jose's city manager is expected to recommend acting police chief chris moore be the city's new current chief. the city council will meet in closed session and moore's interview will be immediately followed by a council vote to accept or reject the long-term department veteran. there is opposition from a coalition of immigrant and minority groups. the coalition opposes moore calling him a department insider. they want change when it comes to what they call -- what they consider ra
