senior foreign affairs correspondent amy kellogg is live for us in london with the details. amy, what did this terror group say? >> reporter: well it is the islamic state of iraq that claimed responsibility to be technical here, heather, on a website. it is an umbrella group for all the al qaeda-affiliated organizations in iraq. it is a sunni extremist group and it said that the waves of attacks that happened last week, 14 of them in a coordinated series of explosions that rocked the capital as well as the attack on the interior ministry yesterday were in solidarity with sunni prisoners in iraq. also taking a swipe at the shiite-led government of iraq saying, quote, the mujahadeen would never stand with their hands tied while the pernicious iranian project showed its ugly face, unquote. heather? heather: amy, what is contributing to this surge in violence, do we know? >> reporter: yep. this is a very noticeable surge, heather, that follows a relative calm that began around 2007. of course the last of the u.s. forces with drew just over a week ago. so these attacks happened in

jon: amy kellogg, thank you. security of iraq let's bring in christian whiten a former state department senior adviser. thanks so much for talking to us. the problem that many experts forecasted for the months or even years following u.s. troop withdrawal has instead begun in days. what is this latest attack killing nearly 70 people in one day in iraq confirm to you? >> i think it confirms, julie that president sunni militants will not peacefully accept a power grab by prime minister nouri al-maliki. he has done a number of power plays against sunni politicians. by insight his own vice president who was the senior sunni politician in iraq who has now fled and other moves that will bring shiite back into complete power and push aside any sunni power presence in the country you have basically an unacceptable position to sunni, the militants stirring things up. it's important to remember back in the insurgency before our 2007 surge that was a proximate see fight between saudi arabia and iran. iran backing the shiite

amy kellogg is watching this.hat vladimir putin appears to have suffered here. >> reporter: it appears a lot of people in russia are fed up with not having a choice. he has been in office since new yore's eve. he instituted a change to the constitution which allows terms to be six years long in russia going forward and a lot of people assumed that meant he would want to come back to power for 12 years after his first term ran out, and he's declared that he does want to run again next year. so, a lot of people, though, they can't rebell in russia, because they are not getting much of a choice are fed up. russians like a strong leader, but some are saying they may have over done it a bit. corruption is riff. the gap between rich and poor is gaping and growing, martha. martha: who benefits if vladimir putin fails? >> reporter: vladimir putin it looks like has 50% of the vote. everyone expects he will go on and win another term, possibly two more terms keeping him in power until 2020 or something. in this election the

amy kellogg is live in london. what does this mean?: these new sanctions target 180 individuals and entities, mostly associated with iran's revolutionary guard. the eu did decide to take further action. they agree that further action, further sanctions do need to be taken, problem below on iran's energy, financial and transportation sectors, but that is very complicated. the trigger has been pulled for discussions on the technicalities involved and mitigating risks especially when it comes to the potential of sanctions iranian oil, which could cause world oil prices to go autopsy and allow iran simply to sell its oil somewhere else for a very good price. there have been several rounds of sanctions against iran. it's having a difficult time procuring material for its nuclear program. it's banks are squeezed. still, it is keeping apace with that nuclear program as we understand it seems at this point nothing has kept those centrifuges from spinning. >> revenues this year from oil sales are expected to be a record $96 billion. frankly, th
