there is good salmon habitat in downtown anchorage. what anchorage has done is what we need it do if we're going to have real habitat for salmon. you go out there and you look at the lower tuolumne, lower san joaquin, they're really canals. they're not rivers. they're constrained by levees. when you look at real salmon habitat, it's a river that goes like this. it goes like this. it goes like this. there's a braid. there's a creek. if you think about what would need to happen to the lower tuolumne and lower san joaquin to create salmon habitat, you would have to move the boundaries to create the floodplains necessary for the habitat to actually support the fish. if you do that, then you have a habitat that actually would produce salmon. but not without water. go ahead and move the boundaries, create that plug plain. and in the middle of it, you get a trickle. i want to emphasize that the city of anchorage has done this. what they've done is, where the prior development had constrained the movement of campbell creek, which is a salmon-b

i have the ambassador out to alaska last summer and we had a nice reception for him in anchorage. we tried to bring people than the summer summer and the winter but it was a little miser weather. he and i were at a reception that we put on for him at home with the deck overlooking the mountains. it was very beautiful and we both gave remarks to a really good group of alaskans who came out to create the ambassador. as they finished up my remarks saying look i think now is the time. the strategic interests are aligned for the oldest democracy in the world and the biggest democracy in the world. right as i finish this huge bald eagle and i don't know if you've seen the a bald eagle up close. they are giant, giant birds. if swooped in and the ambassador is a lot taller than i am. almost hit him, turned around and flops right above two of us on a limb just looking over the two of us. it was magic. it was really powerful. i wish we have that on video but i think even the bald eagles of alaska were in agreement with the strategic interests. >> how long did it take to train the eagle? >>

essentially the point i want to make, here there's a wonderful anchorage. it's deep and you can put a lot of ships in there and it's north of the scottish mainland. it's a wonderful place to put a naval station, and easy to sort out of, and the main battle fleet was based there, and the battle cruisers were near that site. well the german imperial navy fought a few small engagements early in the war, but essentially by 1918 they became a fleet, the fact it was there and it could come out and fight a battle forces the enemy to maintain at a distance a fleet ready for action. a fleet in being concept, my hand does not like that and he says that's an ill use of naval power, and nonetheless that's essentially what the high seas became. so the strategy that was adopted by the german high seas fleet was this. use pinprick action to attract the superior numerical strength of the british royal navy. pick them off with mines, torpedos and small boat action and the idea is that you change the balance so you can fight more or less on even numbers with the royal navy.
