and so in terms of political will and in terms of choices and in terms of our budget and all of that. we have a situation in terms of the education of kids where there is big impacts on the school district, because there is an increase loss in school, which of course affects the budget for san francisco unified. we have about half of homeless children being held back for one grade or more in 22% for multiple grades. i think this is particularly shocking, homeless children have an 87% increased chance of dropping out of school. so i know we focus a lot on this issue in san francisco. we already have a high dropout rate. homelessness is an independent indicator for these things. aside from just poverty. so it bumps it up so much more significantly. even though they have poverty in common with some of the other students. the other piece is just the sheer trauma, instability of relationships, the behavioral impacts. the nutritional needs not being met. the increased chance of witnessing violence. often times homeless parents find that their children, because of their homelessness are in s

florida and ohio and wisconsin and pennsylvania.nd we saw seven-hour lines in florida because that state cut back on early voting and eliminated voting on the sunday before the election when black churches historically mobilized their constituents to vote. and so we had real evidence of people being impacted by these new voting changes. we also had laws in places like texas that were, in fact, blocked as discriminatory. texas voter id law was fist blocked in 2012 by the federal courts as discriminatory because there was clear evidence that black and hispanic voters were less likely to have these strict forms of government-issued id, that they were less likely to have access to the underlying documents needed to get these ids, and not only that, but the law was written in such a way to explicitly go after certain voters. in texas some of you may realize you can vote with a handgun permit, but not a state university-issued id under this law the way it was drafted. so it was very explicit in some ways. and so there was a strange disson

again and again and again. can't thank the chiefs enough here. alots of you are out front on this issue and i've talked with you about it. i know because i've met with you on it. in a hopeful sign, good people in both political parties are actually ready to do something about this. just last week the senate, which basically kbets very little done, as you may have noticed, the senate voted to move forward on a bipartisan criminal justice reform bill. and that bill would cut back on the mandatory minimum for drug offenders and give them time off if they complete programs that make it less likely for them to complete another offense. you've got more resources that you need and there's a similar bill in the house of representatives. this is not something i get to say very often. i am encouraged by what congress is doing. i hope they get a bill to my desk so that i can sign it and together we can work to keep reducing america's crime rate and its incarceration rate at the same time.
