our priorities have to be insuring and protecting the most basic city services and helping to ensure at we have services to the most vulnerable during this great recession. >> what about the city's housing needs? what should the board due to address those needs? >> we are a city that is seventh by 7 miles. we have incredible density. we're the densest neighborhoods on the west coast. everyone wants to live here. that drives up housing prices dramatically. the housing costs are driving out working folks, families, the middle class. we need to continue to reinvest, to build, to develop, and maintain a troop stock of affordable housing. i am committed to increase in more funds so that we can build more housing that can be afforded by folks of all economic backgrounds. >> what about the issue of homelessness? >> in recent years during the terrible economy, we have had to cut back significantly. our social-service net, programs for folks who may have mental illnesses, we have seen many problems become exacerbated on the streets. when you combine that with the fact that we have an affordabl

between the city and each successor owner and developer. this additional requirement -- there are additional remedies, including the termination for reneging development owner. the city has the right to suspend any legal proceedings. there are additional rights to tenants affected by construction impact. there are improved moving benefits for tenants. additional appeal rights at the san francisco board. in addition to the attendant benefits. there is also the additional tenant protections against passthroughs associated with project cost. you heard these when the d.a. came before you. the primary recommendation of the grand jury report is that the city about legislation that would mandate application of the city's rent ordinance to replace an units built on property within five years following in the demolition of rent-control units on the property. similar to legislation that the grand jury found in l.a. city attorney has confirmed at that language existed before the issuance of the grandeur report and references the san francisco ordinance

and good afternoon. i retired after 43 years of service for the city and county of san francisco. i speak on one. - there is an attempt to undo what the voters in their wisdom in 2004 finally did, which the city had failed to do. that is set up a trust fund. be advised that when you promise benefits to prospective employees, you have a moral and legal obligation to put together these apparatus which will provide the benefits. the voters, as usual showed you the way in 2004 with proposition c. you now have a very prudent supermajority and an unbiased, unpolluted system of trustees. do not tamper with the proper mechanism. we have had to exceedingly competent executive directors. if it ain't broke, don't fix it. >> i'm a retired social worker who worked for the city and county of san francisco. this legislation is too important to be buried in a sea of legislation regarding pension reform. the issue of restructuring the composition of the board is very important because this board has operated very efficiently in the interest of people who are served by the health service system and also the people

[applause] >> thank you. before we talk policy and the city stuff, i want to talk a little bit more about growing up in seattle. the fourth of six kids. tell us about the way you grew up, hal is shaped who you are now? mayor lee: i do not talk much about it because it was a hard life. we grew up in housing projects in seattle. we struggled. we were a large family. my dad was a cook. my mom was a seamstress. so, kind of typical for a lot of asian immigrant families. i had the unfortunate episode of my dad dying when i was in high school. so we literally had to be on our own. six kids, one long, full time seamstress. we struggle and sacrifice and we learned how to enjoy life. that i

making all of the budget come back, big city home nights and those big city bills and you were lookingo right bring the budget bat b -- ack ♪ [bell] president chiu: thank you. next speaker is not. >> thank you -- next speakers. >> you may hear the seriousness in my voice because i am been victimized. many just give you one example over there. i want to make this clear to the city and county on record. i have been here in city hall for 20 years. i was upstairs in the media room before the earthquake, ok? now, i done made history. i made history, and now, they are trying to get rid of me. one thing is sure, i'm going to stand my ground. i am asking for a public hearing of what goes on in the press room. right now, i think you all know. the press room, that is part of city hall, and that is expensive real estate. back when real -- when willie brown was the mayor, he gave them the room. to see if there is quality. some got two realms. some got one. but me? i got no rooms. i do not have a key to get into the place. i made history. i am not trying to fight city hall. they are trying to quest

the state will transfer services to state governments and local governments. to city and local governments. we have the legislature's proposal to eliminate or condition the redevelopment agencies which is not directly addressed by this measure. there is an overlap. a lot of the economic activities have an impact on our economic climate in the city. within the current state budget, there are a number of figures in the budget and what the state did to balance this budget as i am sure you have heard is rather than actually does make all the cuts that it needed to get to balance, the state made an aggressive assumption about the revenue that will be coming in over the next year but essentially said that if that revenue does not command, there will be triggered some place said that if we don't see the revenue, these cuts will go into effect. despite the fact that the state has passed a budget, we are potentially going to see additional cuts to public safety, child care, other services in the city. i know that the issues of government service are certainly relevant to this

and we called it the city scorecard. so we got together with all the departments, and we wanted -- took us a while to do this. we said, okay, how is the water department, are we serving the city better this year than lars year? and, of course, they said yes. they all said yes. and we said, well, how do we tell? the how do we know? how do i demonstrate to the community that we're doing it? and that became a remarkable discussion among us and the community of what do we want to know? so at the end of the day we developed 160 performance measures. many cities have done this, i happen to like ours. and we wanted to do it a small enough number so it'd be meaningful. some cities have thousands. thousands is too many. et doesn't help you. you want to have enough where you can get a good feel for it. we also did it all in graph form and with historic basis. so, for instance, i can tell you that we took about 7.2 minute to respond to a priority one police call when i was mayor. now, that's an important thing to know, you know? is

affordable housing policies and the planning commission's oversight of the city's affordable housing goals. this would be a project that would take 1000 to 1200 hours. the focus would be the planning department and what the planning code requires. however, we would look also at other public agencies in terms of their role in overseeing affordable housing development. when we talk about affordable housing, we are talking about the development of units as opposed to other programs that might make available housing to moderate and low-income people. we are looking at the development process. we would be looking, in terms of the planning department -- they are responsible under state law for the housing element of the master plan. the housing element is to be re- evaluated every five years. they just completed the most recent evaluation of may of this year. that is about the need for housing development in the city. it identifies with the need is. there are also other provisions we would look at in terms of evaluating the effectiveness in terms of the 11 -- in lieu fee

and work here in city hall for a few years. then lightning struck and i was appointed as a member of the board of supervisors in august of 2004 and have been here ever since. most people would call me a moderate. i have a knack and a love for the law. i saw a way to combine that love with service to the political process. i think having watched campaigns not as a candidate, i do not appreciate the kind of thick skin you need is a candidate. being a candidate, it is not the easiest thing in the world. i have come since then to really appreciate my opponent, in the sense that while i may disagree with them, we have policy disagreements, they are putting their foot on the line. they're stepping into the arena. this is a lot about them. being a candidate is not an easy endeavor, and you have to respect anybody who does that. >> you are all about to get an introduction to the fairly daunting numbers that the city is about to face. that the city is facing right now. the mayor, the way the process works, the mayor introduces his budget
