my grandfather met my grandmother, and together, they tried to rebuild a city. san francisco has given my family so much opportunity and i would like to make sure our city continues to be a city of opportunity for everyone. san francisco is a place for history and we honor our past. we have also always looked forward to the future. what was once a gold rush town -- we became a center of finance and business, and when technology became a driving industry in the world, we became a center for people looking to launch new companies and new ideas. as a supervisor, i've focused on a future and saw the need for long-term planning and push for the very first economic plan in san francisco. i developed the biotech payroll tax exemption which attracted companies to san francisco, creating hundreds of jobs and becoming a template to attract high-tech business right here. for every one ph.d. position, we created six entry-level jobs. i created a film and tv rebate program which put people to work and paid out over $5 million in wages in 2008 and 2010. i worked to save st. lu

our priorities have to be insuring and protecting the most basic city services and helping to ensure at we have services to the most vulnerable during this great recession. >> what about the city's housing needs? what should the board due to address those needs? >> we are a city that is seventh by 7 miles. we have incredible density. we're the densest neighborhoods on the west coast. everyone wants to live here. that drives up housing prices dramatically. the housing costs are driving out working folks, families, the middle class. we need to continue to reinvest, to build, to develop, and maintain a troop stock of affordable housing. i am committed to increase in more funds so that we can build more housing that can be afforded by folks of all economic backgrounds. >> what about the issue of homelessness? >> in recent years during the terrible economy, we have had to cut back significantly. our social-service net, programs for folks who may have mental illnesses, we have seen many problems become exacerbated on the streets. when you combine that with the fact that we have an affordabl

and so, in the vision of our city, and when maria took this up, she knew, because she had worked for a number of different mayors throughout the process, envisioning what this would mean to the future of our city, that we do need a brand new transit center that is not only modern, not only has all the amenities that you heard, whether it is housing, office, so forth. that it represents the future of our city. because at the center of it, the box for the high-speed rail. that is where we ultimately want to land. i want to make sure that this is the center hub for all of northern california. that is where the high-speed rail will end. it will also represent, as supervisor kim said, 145,000 jobs. take a look at the covers and mason workers behind me. they know they have a job for a long time and they cannot afford to live in the city without a good paying jobs. and we have more jobs to come as a result of this. this is part of our economic engine. it is also the story we will tell as to why the federal government has to -- they just have to pass the transportation authorization extension

and i have lived in san francisco 59 years. i am glad to say that i survived 20 years working for the city of san francisco and san francisco general hospital. in regards to the hiring practice of the city. i would like to point out how the system is manipulated for my direct experience at the hospital. many of my co-workers kept telling me, and eventually i experienced where our superiors basically verbally discouraged us from taking any tests, because they basically said between the lines that the person was already chosen. now this is from my experience. i have taken one test. i finished with a near-perfect score. and you tell me in 20 years how a person with my qualifications and never was promoted and never took another promotional test. so i would dare, department of human resources, to tell me that it is not an ongoing and longtime practice where applicants are verbally discouraged to taking tests because, basically, the appointee has already been chosen by management. second, i would like to point out that the civil service commission helped me in regards to my problem. i would like to give credits to kate. after her depart

this is a long-term policy and change in the city for open space. we had a number of focus groups, with a bicycle advocates, youth groups and chinatown -- we have the natural and nature and natural areas groups come together. we attended prozac and we were there in august. when we started the process -- we released the document and we met with the committee and the capital committee in august. and finally, the planning commission. those information hearings will continue and i will tell you what those days are. to get into the substance of the documents, we developed the guiding principles for open space and recreation. the first is integrated and multi-functional. this is in the case of many different purposes. the open space should build on the great qualities of a natural and cultural qualities of the city. they should be equitably distributed throughout the city. and they should be connected. all these other processes are enter-connected. this will be a safe and healthy place to live and work with ecological function, and san francisco should be

and over 40 million tourists visit the city every year. the 1.3 billion gallons of water required every day are delivered by a system of extraordinary scale and complex engineering. man: water is essential to the economic viability of new york city. reliable infrastructure and reliable delivery of water is a must. you have to reinvest in the infrastructure every single minute to keep it current. hurwitz: we have the stock exchange, we have the united nations -- failure can have a dramatic impact on the nation, and even internationally. so there's a really keen awareness that you always have to be fixing the system. things corrode, they rust. they get to where you turn them on and nothing happens. but it is so totally used in every nook and cranny, that making any accommodation to shut it down, to do something to it, is very difficult. narrator: two massive underground tunnels, called simply tunnel 1 and tunnel 2, provide most of the city's water supply. they run hundreds of feet below manhattan, far deeper than the subways. built at the beg
