and a number of the cities with really high speed are also high density cities the same as san francisco so proximity to the network is definitely a plus for getting high speed and what's emerging also is the private sector moving into hybrids and fiberoptic hybrids more fiber now but still some cable and verizon working on a system like this and google has gotten into the business and they are not technically an internet service provider but they are constructing networks and then they link up certain neighborhoods with cables to the premises. at and t with its u-verse is moving into this network. and you mentioned monkey brains that's an example of where there's other challenges with that approach in terms of getting access to utility poles or rights of way. and public private partnerships are emerges also and i mentioned stockholm and the city of seattle is exploring that opportunity where they could lease out network and so that's another option when looking at it but it offers the possibility of more competition between providers meeting the city's future i

college and the city couldn't sit back and ignore it. our case was designateed complex, which means all the motion jz trial was heard by one judge. we filed early in the case a motion for reliminary injunction. city colleges accredidation was voted to be terminated and that termination date fsh effected a year from the termination date, but we want today stop that and were fearful that as civil litigation goes it would take too long for a case to go trial and city college may lose accredidation if the count didn't act thib introom. we file admotion for preliminary injucz and that was granted jan 30, 2014. at the time the said that the accjc fsh enjoyed from finalizing the termination of city college uzaccredidation until further order of the court. in june of 2014 everyone hit pause and city college got breathing room. the termination decision not set aside permanently had been stayed so the case could proceed through litication without the college accredidation would be terminated while wait frg the trial date. the accjc brought every ch

and mayor murray. the mayor of my city i grew up in. i just came from celebrating my mothers 90th birtday in seattle and it is wonderful to see their parks. growing as all these cities grow. this is a great time to have this conference in san francisco. i'm proud to host it here and proud of the reck and park and commission and parks alliance and trust for public lands and all our private partners working together with us to not only expand, to maintain, to reutilize and refresh open spaces in our city. just this weekend as you were here opening we had sunday streets over in the bay view and it is exciting to always find out how people are celebrating those sunday streets. i know the other cities do that as well and it isn't just enough for us as a city to have the parks that we do have. we have to kick over streets once in a while and make sure those streets exhibit the kind of friendliness for at least a sunday to imagine and have our kids and families imagine how it is to play in open spaces without the challenges of the congested tra

] in a city of 89 square miles, 564 acres of parks and open space. we faced a challenge. if you are from the west coast you understand this, we had a series of state wide nish tchbs thatd degraded our ability to dinns city service because of a the tax structure [inaudible] responded to that with the series of lev squgz the citizens voted for those. fwroget maintenance and expansion of open space in the sitdy. the problem with levies is they are only 6 years and not on going sourceoffs rev new. what we were facing is a growing system where the maintenance and programming was significantly behind. we had about 300 million dollars in maintenance back log over 300 project throughout the park system when i became mayor. there was a discussion in the city how to approach this. one of the ways to do it was to continue to do levies every 6 years and that would have been easy and bleechb it would have passed. the other is create a permanent revenue source. in a city like seattle the internal politics don't look like the nation t. is the left [inaudible] and in

one thing that is certain and positive news is city college is here to stay and if we learned anything since the accredidation crisis began in 2012 it is city college is too important to be allowed to fail. the fact it is stillopeson testament to the efforts of many. the city attorney absolutely but also the state chancellor critically. community college ceo's from around the state who came toort and brought together by the state chancellor to tell had accjc they can not shut city college down. [inaudible] from nancy pulosy's office and [inaudible] department of education and state legislation, organized labor, our mayor and our business community frankly has come together for city college. i profoundly hope we never ever have to make the case for city colleges survival again, but if we do have to fight that fight we'll fight it and within it again. it is a great institution. it is open and accredited and providing a excellence education and resource for the communities. one of the wounds of the process is the loss of the edemocratly elected governing boretd. the good news and there is

we couldn't have done this without the support of the va and housing authority and city and county of san francisco and state of sacramento. there are key moments in this time and i won't bor you, but i do recall that after the 10th an versery of the end of the war people discovered vietnam vets had a problem, so we tried to address the problems and mayor fine stein was dealing with the hot line hotels. we know that wasn't the answer so over the years we developed a continuum of care and approach and recently there was key game changers and among the key game changers is when hud stepped up and said we'll make housing subsidize available for vets and it was called the [inaudible] program. that was followed up by support service och vets and families for va. the va stepped up and provided social services and hud stepped up and provided rent lt and city and county worked with the landlords to align everything. you have a lot of resources to align whether you dwem a new or olds project. all that together, a group that understood the community and vets helping vets is what [inaudible] rep

it's high in this commune and our city. now, mean people mentioned that -- the mayor talked about how permanent of an issue is, and i want to share a story with you. i'm an emergency physician and i want to toll you about the patient, sean. he was 17 years old when he came to me in the e.r. and he had been shot five times. he was shot three times in the chest, and twice in the abdomen. now, i knew sean because he was there just two weeks ago. he been assaulted and stabbed. a month ago he had a broken hand from punching someone. a month before that the was there for depression, suicidal ideations and maybe other times before that for alcohol heroin and cocaine intoxication. there were many notes about him. the chart about him could fill many books about his growing up in various foster families, about his lead exposure as a child, being abused, in and out of our online justice system mitchell job in the er was to saves his life but i couldn't help wondering at what other point in his life could we have saved him? violence we

budget, the city just enacted a two-year budget and it seems the city is always dealing withplicated issues including whether or not to raise taxes and fees. how will you approach these tough choices? >> i think that when we talk about raising fees or taxes, we always have to come at it from a very balanced approach. we have a lot of homeownerses, we have a lot of tenants in the city. and, so, again balance is really key. i think we also have to approach the budget and some tough fiscal issues looking at the city-wide budget as a whole and not just looking at specific sectors or issue areas that we real have i to look at the city's financial standing as a whole for the long term. that's really important and that's definitely what drives a lot of my decision-making process. and i think it's also tougher in san francisco because we really are held to a very high standard where we have to balance the budget every single fiscal year. we cannot run into a deficit in the new fiscal year. we cannot print more money. we are held to a high standard by our charter and, so, i think that
