we're joined by anderson cooper. last time he was with us, he was in the confines of comfortable studios in new york. now he's in a completely different situation. the prime minister told cnn earlier today that hundreds of thousands, anderson, may be dead. you read into that? >> reporter: well, you know, i don't know about that. it's hard to predict. i'm not sure how he can come up with a figure like that. all of us who have been here today, you know, at a certain point just stopped counting the bodies. i stopped at around 30 or 35. i know others have seen more than that. that's in just the space of a few hours. but how that corresponds, port-au-prince is a city of 2 million people. i know in a city 40 kilometers from here they didn't feel much from this quake and didn't suffer much damage. there's an awful lot of people trapped underneath rubble right now. we are still seeing people being pulled out alive. i saw a little girl, 1 years old today, pulled out alive after being trapped for 18 hours. it was an incredibly

anderson cooper, 10:00 eastern and 7:00 pacific. let's go to new york.on column iist of the daily beast and in boston david gergen, cnn's senior political analyst and former presidential adviser to nixon, ford, reagan and clinton. david has been around many of these states of union. how important are they? how lasting are they? >> what effect do they have? >> first of all, larry, it's hard to bounce off that report from anderson cooper and those pictures from haiti, isn't it? larry, not many have been m memori memorial. occasionally a president can find his footing in trouble. ronald reagan after two years in the white house lost seats in the second year and came back in the next state of the union and gave a strong rallying cry. it really helped his presidency he. bill clinton did the same thing after his first two years in office. there are times. i think this is for this president this has to be a moment when he relaunches his presidency. clearly the cnn polls that are out today show we're a very divided country right now. a lot of that glow is gone.

anderson cooper, have you seen any evidence of that the all in your reporting? >> we've looked into it. we were given a heads up on two allegations, two stories that were floating around. unicef kind of turned us onto them. we investigated both of them. we did not get any evidence of any kind of trafficking in those two incidents. we've certainly talked to unicef and save the children who say they are certainly on the lookout. a lot of these organizations want to start tracking, get their hands around how many orphans there really are, who really is an orphan, who has family members they're separated from and want to take care of them. in have in sri lanka, there was certainly a concern about that. but kids are often sold off or given to poor families or other families living in the city, and those kids will grow up as domestic servants working for a family. so that's something that's a form of trafficking which happens right here in haiti and happened long before the earthquake. >> larry: lisa, how does trafficking work? give us the mode us op -- mo. what happe

anderson, what's the latest on our little 5-year-old survivor? >> reporter: we actually went to find him today. the last we had seen him he was being cared for by doctors from the international medical corps. they say he was showing good signs and started to eat something. he had actually passed urine which is a good sign. means his kidneys were still functioning. he was taken, we believe, by his uncle today from the hospital. so far we haven't been able to find him. we're going to try to do that tomorrow. apparently his uncle has taken him away back to the uncle's home. we're not sure. his condition seems to be okay. we came across, larry, in the pediatric ward at general hospital. there's this whole new generation of orphans now in port-au-prince and probably other places in haiti. a lot of kids whose parents have died, in the hospital who end up with nowhere to go. little boy, johnny, broken leg, with no parents examine no and no clothes. the haitian nurses couldn't send him away. he was staying on a mattress on the floor because he had nowher

anderson cooper and dr. sanjay gupta. they were with us to begin the first hour, and they'll be with us to begin the second hour. anderson, this goes on and on. what happened in the last hour? >> reporter: well, the last hour, you know, there's no telling what sort of tragedies are occurring at night. you know, a lot of work is done during the day. at night a lot of aid workers go back to where they are staying. some try to -- some are able to work all night. these streets empty down. right now there are tens of thousands of haitians if not more sleeping in public parks, in open stadiums, anywhere they can. it's a routine, but nothing about this should become routine, larry. it shouldn't be routine that little kids will die tonight who don't need to die if they had some antibiotics, if there were enough doctors. they're turning away -- they're triaging still. they assess who has the greatest need, who is not going to make it and isn't worth trying to save at this point. there are still untold numbers of bodies out there t

what happened, anderson? >> larry, incredible doesn't even begin to describe it. one woman rescued, four more people right now being searched for in two separate sites near the national cathedral. the woman who was rescued, her name is anna zizi. she is in her 70s. the fact that a woman in her 70s was able to last a week, she says, without food, without water, it is really extraordinary. but the struggle for her life continues, larry, because getting pulled out of the rubble is one thing and being saved living is another thing entirely, and once she was pulled out of the rubble, they didn't know where to bring her. they brought her about a block away where a number of people are living in a park and there is sort of a triage set up there. but they didn't have the facilities to care for this woman. she is severely dehydrated, she has crushed bones. someone who was crushed under the rubble for this long needed immediate care. she needed surgery. they didn't know where to take her, what to do with her. some aid groups saw the broadcast, the coast guard got involved.

anderson cooper top of the hour. dan lothian is our cnn correspondent, andita mcbride is in washington, and laura schwartz in chicago served assist the director of events in the white house social office in the clinton administration. you want to get us up to date on the new crash story? >> we got the statement from the secret service this morning. a third individual managed to make his way into the white house here to that state dinner in november. this person, according to the secret service, went to a local hotel where the indian delegation was meeting, and then hopped in a vehicle there and came into the white house. now, the secret service says that they did go through that -- that individual went through a security screening and they don't believe at any time ha individual he got into the receiving line or had a chance to meet the president or the first lady. it's under investigation, and clearly another embarrassing situation here for this white house, which we're talking about security issues, national securi

despite nixon's opinion from the chair, anderson's motion was tabled. in 1959, anderson raised the constitutional option at the start of the 86th congress with the support of some 30 other senators. this time he raised the ire of then-majority leader johnson who realized that a majority of senators might join anderson's cause. to prevent anderson's motion from receiving a vote, johnson came forward with his own compromise, changing rule 22 to reduce the required vote for cloture to two-thirdses of senators present and voting. clinton anderson relied on the constitutional option as the basis to ease or at least reconsider the cloture requirements laid out in rule 22. as he said in 1959 -- quote -- "my motion does not prejudge the nature of the rules, which the senate in its wisdom may adopt, but it does declair in effect that the senate -- declare in effect that the senate of the 85th senate is responsible for and must bear the responsibility for the rules under which the senate will operate." that responsibility cannot be shifted back upon the senate of
