i'm andrea mitchell in new york today. we are hearing from the president now on the possible government shutdown. lets listen. >> a lot of extraneous issues to it that allows us then to negotiate a longer term budget and address a range of issues, but ensures we're not shutting down the government and we're not shutting down the economy at a time when a lot of families are just getting some traction and digging themselves out of the hole we've had as a consequence of the financial crisis. i've said before, congress has two responsibilities, pass a budget, pay the bills. and i am not only open to but eager to have negotiations around a long-term budget that makes sure that we're investing in middle class families, helping the economy grow, and giving people who are working hard a leg up and greater security and stability and deals with some of our long-term challenges in terms of debt and deficits. but the only way to do that is for everybody to sit down in good faith without threatening to harm women and veterans and child

>> it's a good question andrea. the fact of the matter is we obviously condemn any human rights violation by any party. the fact of the matter is the which in which we've set up our assistance is to carefully vet the people that we're working with. there have been some complaints for instance in congress that it's taken a long time for assistance to reach into the country. but the reason why is that we want to establish not just a pipeline to assistance flows into the country we want to know who we're working with. so we carefully vet all of the opposition figures that the we do work with. and we believe that the broad majority of the opposition is not extremists, they're people who want a better future. i just make a couple of other points andrea, first of all we've said to president putin the longer this conflict goes on the greater the risk that you have not just human rights abuses but a place where extremism can take root and that's why we tried to invest in a political process through the geneva process that w

i'm andrea mitchell in washington, a special edition of "andrea mitchell reports" reports.igging into the background of the navy man aaron alexis trying to figure out clues about his motive, what may have triggered his rampage. chuck todd, pete williams and craig melvin live at the washington navy yard. lets talk first, pete, about what do we know. what is the latest how he got the weapons, how he got in, and what he did once he got there. >> the latest in how he got in. it appears he drove a rental car. he had come to the washington area within theas couple of weeks, was staying in a hotel right near the washington navy yard, which is near the washington baseball park. there was a hotel near there he was staying. he drove onto the naval base. had a pass to get into the base, then a pass to get into the building. inside the building then he appears with a shotgun. so apparently was hidden on his person when he walked in. it was not obvious he was carrying it. that's when he began firing. it appears he took weapons, then, from law enforcement officers he wounded. now yesterd

i'm andrea mitchell in washington. leaders at the pentagon are under fire today for obvious lapses in security clearances. not only at the navy yard shooting but also in the past cases of snowden and hasan. this as investigators are learning more about the deteriorating mental condition of aaron alexis. joining us now, nbc justice correspondent pete williams. pete, what do we know about alexis and what warnings signs there were? >> well, i think we have a pretty good idea of what those signs were, andrea, what the secretary is calling the red flags. first of all, there's his three brushes with the law that we know of. one in georgia where he's thrown out of a nightclub. one in seattle where he shoots the tires out of a car in a fit of anger, describing it to police as an anger-fueled blackout. that was before he got his security clearance. then again when he shot a firearm into an apartment building, the apartment above his, the round penetrated into the room above his occupied by a woman that he'd been arguing with ab

i'm andrea mitchell in washington. with congress still deeply divided over giving him a green light, president obama today said he retains the right to use military force against syria despite asking for congressional support. >> as commander in chief, i always preserve the right and the responsibility to act on behalf of america's national security. i do not believe that i was required to take this to congress, but i did not take this to congress just because it's an empty exercise. >> tony lincoln is deputy national security advisor to president obama and joins me from the north lawn. well, he doesn't have to have it, but would he go without it? >> andrea, it's good to be with you. you know, after the incident on august 21st we spent a lot of time reaching out to congress and consulting with them. you heard lots of different opinions on what they thought needed to be done, but one thing was unanimous, virtually unanimous. they wanted their voice heard and votes counted. that's why the president thought it was importa

>> well, andrea, this is very hard on a lot of front. just his initial step of getting an agreement, equal factual basis of what happened, which then, of course, drives on the conclusions of what should happen. when you have russians saying assad regime is not behind the attack, you obviously can have real differences about what should happen. actually locating those weapons, detailing how many of those weapons are there and locating them in the midst of a civil war is extremely challenging. we're really getting a little ahead of ourselves, although nice to be optimistic that this round could lead to something broader than chemical weapons. we hope there's a political settlement here but there's factual and big steps taken even at the front end that we haven't achieved yet. >> they are hoping to do that and parallel those political talks. we're supposed to start in may and june and july. they have been delayed a long time. just to follow up, there are reports, "wall street journal" has reports on unit 4450. we've reported that. reported

explain. >> it's a shift in emphasis, andrea, essentially.atican today. today pope francis met with a group of international catholic doctors and reaffirmed the church's anti-abortion position. but this is how he did it. he said that the aborted child wears the face of the lord as does the elderly person who is mistreated. so what he did is he said, look, the catholic respects life from beginning to end. that's what he's talking about here when he says the church can no longer be obsessed with issues of contraception, abortion, and gay marriage. those are the bedroom issues that have a lot of catholics in this country away from the church. the church is more than that. it's good, he says, but talk about it in context. if you look at his pontificate, look at the issues he's focused on, social justice, poverty, immigration and peace. he admits in this interview that he's been criticized for not focusing on abortion but the catholic church is more than that and that is what he's trying to stress in this interview. >> in the interview with jesuit

. >> have you ever met rachel and andrea? >> krebs has been in custody for some 30 days. since police found a bb gun at his job, a violation of his parole. but both krebs and his interrogator know that's not why they're here. two young women, students at nearby colleges, have gone missing. one taken off the street, the other from her home in the middle of the night. police suspect the women have fallen victim to a sexual predator. >> the county had a lot of people that had been convicted of sex offenses and just about any one of them could have done something like this. >> rex krebs is one of dozens of sex offenders interviewed by police. he and hobson have been talking for weeks. informally at the county jail. since krebs' parole agent notifies the task force there's a parallel between the way the women apparently vanished and the suspect's past. >> back in may 1987, he committed a rape. he had broken through the bathroom window. and at the end of that crime, he hogtied the victim and left the residence. i'll never forget this. he said to the advantage, have a nice day.
