first to nbc's chief foreign affairs correspondent and andrea mitchell in our washington newsroom. andrea, after that speech, is there any turning back? >> reporter: no, there is not. before kerry's speech he was at the white house with the president, the other national security advisers talking about the intelligence. and they say this is what is different, the scale of the attack, the incredible number of casualties you just saw. second, the size of the target area. this intelligence map shows 12 separate locations that were hit. it is a highly coordinated attack. and third, they had spy satellites tracking the rockets from government launchers to where they landed. finally, they say assad's command and control was established from those intercepted communications you heard about revealing they've prepared to use chemicals. they told their own commanders to put on gas masks the day of the attack, and command ers a senior official is overheard telling troops to hide the evidence afterwards from the u.n. with all of that, they say, if this president did not act, it would just be inv

i'm andrea mitchell in washington. state department is keeping 15 diplomatic posts closed for the rest of the week and closing four more today. joining me now from washington, nbc justice correspondent pete williams and from cairo, nbc chief foreign correspondent richard engel. first to you, richard, in the field. we know we're talking about unspecified threats emanating from yemen and possibly targeting something in yemen but they don't know what the specific targets are. they don't know specifically the timing. what are you hearing in cairo and throughout the region? >> well, we're hearing confusing picture. we think we know a good amount about this threat. we know it is coming from yemen. we know it is coming from al qaeda and the iranian peninsula. we know that welcome and the iranian peninsula has some very dangerous, very important leaders who are tied directly to the top leadership of al qaeda central, including a man who was formerly osama bin laden's secretary. we know that there was chatter. but we don't know

. >> we're now joined by andrea mitchell, our chief foreign affairs correspondent. andrea, your reaction to what the president said in relation to surveillance first. >> well, in relation to surveillance it's clear that he said as a senator and now as president has skepticism. and i think that there is some concern certainly diane finestein has called today for a hearing. she said she's going to open hearings in the fall and go top to bottom and look at ways they can be more transparent and have an annual review where they can tell people how many warntss are out there, how many warrants have been served this year. i think they're going to try to limit the telephone surveillance program both in the number of years that information can be saved and perhaps even who's doing it and maybe shop it out to the telephone companies themselves. >> andrea, you're an expert on this kind of diplomacy. were you surprised at how candid he was when he defined the relationship he had with medvedev and the relationship he has with putin? >> i was shocked because let's face it, there's

andrea mitchell is nbc's chief foreign affairs correspondent. andrea, good to have you here. what is it about where this is coming from and the significance of it that has engendered such a big reaction? >> well, they have intercepted chatter and it's coming from and targeting yemen. they believe it's either emanating from yemen where al qaeda and the arabian peninsula is the strongest unit or fractional unit of al qaeda that still remains. it's also the most operational unit. they're concerned about this area, but now they're looking at other areas as well. if there is no attack today, because this is the holiest day of the month of ramadan, the holy period in the muslim calendar, if there's no attack today, they have to decide today whether to expand this to some places in europe i'm told. they're looking at all of the most vulnerable posts. and they have to decide whether or not this is so actionable that they have to keep these embassies closed. >> you've also gotten news on the obama administration and russia, the snowden affair, which we'll be talking about throughout t
