andrea nakano talked with one person who knows how badly this could hurt and is worried that other cyclists could be at risk. >> reporter: it's hard to believe elly meade was just riding her bicycle in this bike lane when a car driving by suddenly opened the door. with no room to maneuver, she crashed into the door and fell to the ground. >> i just hit it with my bike, fell off my bike, kind of registered suddenly i was on the ground. this car sped away. as it sped away, i heard them laughing. >> reporter: elly meade was on her way to an east bay bike riding party event when she was targeted by a silver sedan in the rockridge neighborhood. >> it really makes your skin crawl to think they were driving around kind of stalking us picking us off. >> reporter: she said the attack was unprovoked and felt it was premeditated and she found out she wasn't the only victim. >> i think it's really important for everyone to connect the dots here. it's not just like oh, another bike and car incident. no, it's a pattern of attacks. i'm genuinely worried whoever did this, if they're kids, whoever, they're

. >> i'm andrea nakano. 98-year-old jimmy carter is resting at home in georgia under hospice care. >> carter center said he decided to spend his remaining time at home with family. instead of facing additional medical treatment. the 39th president survived cancer in 2015 and a serious fall at home four years later. you will remember that jimmy carter served a single term as president beating gerald folder in 1976 and losing to ronald reagan in 1980. >> former president carter and his wife last visited the bay area in october of 2013. the two helped build new homes at a habitat for humanity construction site in east oakland. a biographer who wrote a book about the former president says carter will be remembered for the ways he gave back after his presidency. >> he was the only president who used the white house as a stepping stool to greater things. and it's true. he had a remarkable ex- presidency. just a continuation. >> would

andrea nakano was at the announcement which happened late this afternoon, she joins us live now with new information. andrea? >> reporter: juliet, mayor thao passed at this statement, read it word for word and then took questions from reporters but she says she was troubled by some of the comments that the chief made during the investigation, so she decided to fire him without cause. >> let me be clear that this is not a disciplinary action. i have lost confidence in chief armstrong to ensure that we move forward in the vision for the city of oakland. >> reporter: the chief was placed on administrator leave on january 19th for how he handled a police misconduct case. this stems from an investigation into a former oakland police sergeant accused of a hit and run, firing his service weapon inside the elevator at police headquarters. chief armstrong felt the investigation was biased. he admitted he did not read the entire report, which he tells us is common practice among chiefs, and ultimately decided not to fire the officer. the mayor says this was her decision, and she fired him witho

our andrea nakano has more on the newly elected mayor's decision and how people are reacting. >> reporter: mayor sheng thao has been in office about a month and made her biggest and most controversial move yet. she fired chief leronne armstrong without cause and some community members are outraged by her decision. >> again, this is not a disciplinary action. the chief does serve at the will of the mayor and again, i've lost confidence in chief leronne armstrong. >> reporter: mayor sheng thao says after her investigation it was clear chief leronne armstrong wasn't the right person to lead the police department forward. during the course of an investigation into how he handled police misconduct, the mayor says the chief made statements that troubled her. >> chief armstrong described the underlying incident as a minor vehicle collision. he said the officers made mistakes. >> reporter: this stems from an investigation into a former oakland police sergeant accused of a hit-and-run and firing his service weapon inside the elevator at police headquarters. the mayor says this was her decision and

andrea nakano spoke to families in east palo alto. >> reporter: a lot of the people just coming out to their cars to charge their phone so they can get some information on when the power will come back on. many of the residents say the worst part about this has been living in the cold. >> no good. no good at all. there is no heat. the house is really cold. >> reporter: selena has been sitting on her couch in the dark with a blanket to keep warm. temperatures have dipped into the 30s overnight in east palo alto. for these residents, staying warm has been impossible. roderick patterson lives right next door to the latu family. he says it is just as cold inside his house as it is outside. >> it is hard. really hard. very cold. >> reporter: the residents have been getting texts from pg&e about when the power will be turned back on. selena latu said it was supposed to be in the afternoon but her home remains in the dark. >> there is no warm water. and the stove is off. all the food in the fridge is not good. >> i don't care about the food and stuff because you know, we can just go get fast

. >> and i'm andrea nakano. you can see on this video, it was a iereet. a car lostol careenedf sepeop wereut doing some normal saturday chores. authorities say the car's brakes failed as it came down campus drive. >> that's where the car ended up, smashed into a home. flamesfrom under the car spread to the house. investigators think it will car hit a gas line which then caught fire. and once firefighters got there, no evacuations were needed. they got the flames under control, but they are allowing the fire to burn off gas until pg&e can clamp the line. neighbors say they have had problems with that intersection before. >> i've lived here 22 years, and probably about three or four times we've had people come barreling through that intersection and hit houses or hit the retaining wall. >> the driver, another adult, and three children escaped with minor injuries, but two kids were taken to the hospital to get checked out. there was no one inside the home. >>> oakland authorities looking for the driver that injured a mother and her young child in a hit and r

andrea nakano talked to a man able to pull himself out of fentanyl addiction about why the rise of trank is worrying. >> reporter: it causes severe side effects and death but the problem is most people don't know they're using it. tom's addiction was out of control after hooked on oxycodone after a foot surgery. it led to heroine and fentanyl addiction and within months this father and husband ended up calling the streets of san francisco his home. >> offered a ultimatum at a certain point by her to either go to rehab or leave home. i chose to leave the home. addiction won at that moment and i ended up homeless on the street. >> reporter: he is trying to lift others out of addiction knowing the next high could lead to death. >> i don't want to say just say no because that's from the '80s. all i will say is the illicit drug supply, drugs you biot street are not safe. >> reporter: the reason, drugs are mixed to make them more potent. >> you wouldn't think you need to add to fentanyl because it's so powerful. what drug users are doing is adding to fentanyl, cocaine, heroine but mostly fenta
