let's go to the scene where nbc 10's andrea cline thomas is live. >> reporter: let's start with showingou how forceful this crash was. that suv hit a light pole. the light is right here. the base of the pole is right here. but the pole itself is about 30 feet down the street next to that suv. this dodge derango was traveling westbound near tiogeau tree when it plowed into a light pole. a mother was standing on the a sidewalk nearby with her 9-year-old son and what's believed to be her 11-year-old daughter. the suv and light pole crashed on to them. the mother was pronounced dead at the hospital, her 9-year-old is in stable condition. the 11-year-old daughter was not injured. witnesses ran to help the victims and confront the driver. >> i tried to help her but i didn't know what to do. i was saying it's okay talking to her but she couldn't talk to me. >> we -- i don't know the guy that was with me. we just ran towards the car. tried to stop him from going anywhere. >> reporter: rivera was among the witnesses who pointed out the driver who police say tried to blend in with the crowd. offi

andrea cline-thomas is liven wi -- live with more. >> reporter: the family was getting a ride to svu to report a crime and the shots were fired feet from where they sat. this is the video that philadelphia police are using to determine if officers followed protocol when shooting a man in the back as he ran away. >> there is nothing that says you can't shoot at a fleeing suspect. i'm talk about departmental issues. >> reporter: an officer was transporting a family to svu to report a crime and a man noticed a man driving a dirt bike. the officer discovered the man had a gun that was loaded. the father was in the police car watching it happen and tried to intervene. >> he said, he, himself looked the guy in the face and said don't do it, man, don't do it. as if to sigh, don't pull the gun. >> reporter: the police described a struggle as they each grabbed their gun. shortly after, the officer fired shots feet from where the father and children sat. >> that's your first charge is to make sure they're safe. >> reporter: the philadelphia police would not elaborate on the policy of officers

. >> reporter: andrea, james thomas hodgkinson was a very troubled person, and many things in his life were going badly, according to the fbi. in march, he left his wife and home in illinois and came to washington. he never told anyone back home why. but his marriage was falling apart, he was unemployed, and he was running out of money. was on prescription medication, but the fbi would not say what kind. he had posted many anti- republican rants, but never made any threats. he had six letters to congress. the fbi would not say who they were, or if any of them were on hodgkinson opened fire. he visited the dirkson senate office building, and the office of senator bernie sanders. we don't know if he ever met sanders. he took a lot of pictures in and around the u.s. capitol. the fbi believes the shooting was more spontaneous than planned. >> it appears that from some of his communication close to the event that he was running out of money. he was not employed at the time of the event, and he was looking for some local employment. clearly, he was married for 30 years, and that appears that
