acting epa administrator andrew wheeler sent an email to employees warning that if a solution isn't reachedby midnight tonight that the agency "will initiate orderly shutdown procedures." according to the epa's contingency plan....nearly 14-thousand epa employees would be furloughed under a shutdown. only national security and emergency staff will stay on. (vicki) and today... federal workers will receive their last paycheck until the government re-opens. our washington correspondent jessica smith reports that for these workers -- and the rest of us -- the shutdown is about to get real. it's the last payday for 800- thousand workers caught in the middle of a partial government shutdown. friday's paychecks cover the days before the shutdown began. employees who are furloughed or working without pay don't know when they'll get their next check. office of management and budget director mick mulvaney: about 420-thousand employees

andrew wheeler, former lobbyiest takes the role once held by scott pruitt. >> murray energy corporationrom this rule change. and wheeler worked for a long time as a lawyer and lobbiest for them. >> i think there's two ways to look at it. on the one hand it's very concern, it puts us all at risk. and you have to sit back and realize that when you elect somebody that runs on a pro coal platform, you're going to get regulations that are coal friendly friendship -- so this is something that gets worked out in the electoral process. when you have individuals connected to the companies that are going to directly benefit from it. unfortunately our ethics rules are weak. i can't have somebody come in and make decisions to an industry that they've spent their life representing and possibly go back to them and reap the rewards of their actions. i think some of this is the consequence of lax ethics rules in terms of who's involved. if it wasn't one individual, they'd find another and simply agree and that's why i think it's important to recognize that decisions have consequences. >> just discussed

by the "new york times" could do harm to public safety and many point out the acting director andrew wheeler is a former coal industry lobbyist. is it as simple as that or is that -- let me ask, is that a relevant element here in the criticism of this new change? >> of course it is. we have people coming from industry and the government lobbyists running agencies. this is a problem we had with previous agencies, the clinton, bush and obama agencies, people coming in from wall street trying to regulate wall street, but it is accelerated in the trump administration. plus you have a white house that has zero interest in inforcing the environmental laws. i wouldn't refer to conservationists as activists. i think there are people who believe in conserving our environment and protecting what god created for us. and what this epa is doing, rolling back all the regulations, is pathetic. of course, it's, in large part, because we got coal running the epa. >> this element of wheeler being a former coal lobbyist, how does it respond to the ethics committee the president signed his first ten days in off

during his tenure, president trump nominated andrew wheeler, a member of the coal industry's hall of fame to run the agency tasked with protecting our environment. he has moved to freeze fuel economy standards at 2020 levels rather than pushing for the economically and technologically achievable goal of 54.5 miles per gallon by 2025. while in the white house, the president just day by day tries his best to make sure that no progress is made. well, here's what i know. we went all the way from 1975 until 2007 with no new law passed on fuel economy standards. i was able in the house, partnering with members over here in the senate, to pass the increase in 2007 for fuel economy standards. that was the first increase in 32 years. president trump has proposed a clean power plant replacement that would kill 1,400 more americans every year and admit 12 -- and emit 12 times more carbon dioxide. this list goes on and on. the only thing longer than the list of anticlimate and environmental actions taken by the trump administration might be the number of investigations of the trump administratio
