andria borba is tracking the traffic building up around super bowl city. first we start with emily turner and the transformation underway. >> it's amazing the speed at which they're putting super bowl city up. just an hour ago my colleague mark kelly was standing right where i am in front of this building. there wasn't a second floor on it and now they've already begun the second floor. things are happening that fast. we wanted to survey all those changes so we hopped on a petty cab and rode around in 360 degrees. we were able to see all the tents popping up. they say every time they take a new ride it's like a new tent or some new contraption that's gone up. they say now we know the teams or at least one of the teams and these things are beginning to take actual shape, it's become very, very real and they're very excited about it. you know who else is excited are all of the construction workers because they're picking up a lot of overtime, working around the clock. they're going to be working through the night tonight to make sure this is going to go up.

andria borba, kpix 5, half moon bay. >>> the city of pacifica is declaring a local, state of emergency because of the storm, this after another seawall has collapsed. the photo just into the newsroom, you can see the seawall partially caved in along beach boulevard when the wall gave way taking down part of the fence with it. earlier this week, a different seawall was washed away. and part of sidewalk collapsed. temporary repairs are in place. city manager says the el nino storms are starting to take their toll on private property, as well. two apartment buildings and two other homes have been red- tagged. the city will be looking to the state and the feds to help pay for some of its repairs. >>> a body recovered today along the marin county coast is that of a surfer who disappeared earlier this week. the body of dan dafoe was found at rodeo beach this morning not far from where other surfers tried to help him on wednesday. friends found him unconscious and tried to revive him but he was swept away by a large wave. dafoe was an experienced surfer who lived in san rafael. there were two

. >> andria andria borba joins us with the latest. andria ? >> reporter: hours later on the bay bridge the lights are still on and traffic is struggling to get back to normal after the blockade. five cars and 10 people chained themselves up across all five lanes. it took bolt cutters to get through the chains and several tools to get through one gene. chp and caltrans tried to reach the protesters but found themselves stuck and back up in traffic. here is what the protesters told us about this protest. >> i think is important the public understand it matters enough to sit and wait on the bridge for a little while. think the people who are dying in the streets, their lives are worth waiting is a while. it is worth it. >> we are trying to create a world that we can all live in. >> reporter: these protesters around 25 were taken to the san francisco office to be booked into the county jail. during the protest, this tweet came out possibly silly out of trouble around super bowl 50. it quoted that they will shut down the big -- bay bridge and let e
