andy purdy it is a moving target. we have the national authorization act, we have a pending rule to an executive order. right now, we can't sell to the u.s. government, can't sell to u.s. contractors, and there is pressure for our small-carrier customers, wireless and wireline customers, to rip out huawei gear. so there is legislation pending that would provide funds, not adequate or providing sufficient time, that would give them money to rip out huawei equipment. so it is a difficult situation and although not official, the u.s. government has blocked american carriers at&t and verizon from selling our mobile devices. peter: why do you think that is? andy: it is a complicated matter. we have the geopolitical context of the u.s.- china trade talks having exasperated things. we also have a situation i think affects many of us in our everyday lives, were people don't want to hear or read anything that doesn't agree with their position. so we have a lot of false information out there, some of it expressed by u.s. govern

andy: yes.n: what have they been saying, given the administration and others have moved to push out huawei's influence, talking about even ripping and replacing the equipment. what is the message from them? andy: they provided substantial input to the federal communications commission, both last year and this year. i believe they provided input to the commerce department, in response to the executive order from last year. they told us about some of their discussions with the government where it is clear some of the folks in the government think we give away our equipment free, and some of our customers are telling the government they have particular measures they can use to help manage the risk, whether it is from huawei equipment, or nokia or ericsson. so those kinds of discussions are very helpful. they said to the government that the efforts to do what they call rip and replace, which is pending legislation coming up soon this year, that the amount of money's discuss are not nearly as muffin

jonathan: andy? andy: i think that's spot on when it comes to inflation.f you get the uptick in inflation, i think they will let it ride and i think people's expectations have become so benign in recent years that inflation is not really the problem, they are focusing on growth or any challenge to the growth outlook. their focus on the others, hiking rates to defend against inflation. the kind of know they can control that side of it. jonathan: does that keep a lid on 10 year treasuries at 2% or lower? andy: not necessarily lower than 2%, but in the 2% area. we could get toward 2.25%. this time of year, you look at outlooks for 2020 and lots of people are predicting rates much higher. i think they are looking for volatility where it doesn't exist. i think the rate environment will be benign and credit is where the problems are. jonathan: looking at the bloomberg terminal, year end, 193. you look for numbers around 120, 125. where do you come down on this debate? greg: i still think it's range bound at some 2%. but the way i think about it and the way we th

i'd like to bring in andy mccarthy to talk about this issue of witnesses with us, andy. you know, in terms of how compelled they are to show up. both sides can say, you know, sure, we'd love to have hunter biden, joe biden. you know, fill in the blanks for us on whether or not they have to show up. >> well, there's -- it's interesting that you phrase it that way. there's two different issues at play. one is do you have to show up and the second one is assuming you do, does that mean you have to answer every question. i would say that they do have to show up. in fact, this is one of the issues in the don mcgahn case being argued and considered in the d.c. circuit. the district court there only said that mcgahn had to show up. she didn't deal with the question of whether he had to answer all the questions. that's because each question that gets asked has the potential of triggering a legally recognized privilege. even though we're in this very solemn proceeding, probably as solemn a trial proceeding as we can have under our constitution, the privilege laws still apply. for

andy moore reports.minister for women visiting a stalking helpline whose staff are in the front line of dealing with the problem. what's your experience of the first phone call? it's believed one in five women and one in ten men will have to deal with stalking at some stage in their lives. these new protection orders will give police extra powers to stop offenders in their tracks while further investigations are being carried out. these are really ground—breaking orders that the police will be able to apply for to protect victims of stalking but also to make sure that the perpetrators are getting the treatment programmes they need to break this cycle of abuse or stalking. a protection order will usually stay in place for a minimum of two years. anyone who breaches it could face five years in jail. campaigners have welcomed this initiative saying the orders are a powerful new tool to stop stalking, but they are warning anyone who breaches an order must be arrested immediately. andy moore, bbc news. the co
