host: back our table andy harris andy harris,, republican of marilyn -- maryland talk about possible repeal and replace of obamacare. this fact has been worked on the last two weeks by a moderate republican with the house freedom caucus which you are a member of, what will it do and do you support it are not? guest: i do. the biggest change of when the bill was going to come to the floor, we have mechanisms, the palmer amendment which crates macarthurpool and the amendment which allows states flexibility in terms of what to include in their health care plan. what it will do is bring down the cost of premiums and people, when they say we have to get the premiums that down to where they are and we think these mechanisms will do it. host: how will he do it? guest: separate the two risk pools. high risk will be insured in a different way, the way they were in maryland. you have the speakers on before and the way it was in wisconsin ad in maine and you separate higher risk people and put them into a higher risk pool, it lowers the premium. host: it has been moderated by a republican but t
