. >> and andy mccabe and charles ramsey joining us.ed on what we know to this point, considering his background and career, what do you think law enforcement is doing at this moment in the midst of this manhunt? >> well, phil, they are in addition to searching and running down every possible lead they can come up with, attempting to identify and establish perimeters, to section off areas of interest where they think he might be, they are also thinking very clearly about protecting themselves because any law enforcement officers engaged in this search realizes that the ultimate confrontation which will take place at some point, whether it is an hour from now or five days from now, whatever that ends up being, is going to be highly charged incredibly dangerous moment when you have law enforcement facing off essentially with a highly trained very skilled heavily armed killer, a person who just killed at least 16 people that we know of, this is, you know, you can -- i can guarantee you that those officers and those agencies who are doing t

andy mccabe, before i let you go, can you also help us understand, i mean, this guy was known to law enforcement. he had -- he was previously hospitalized reportedly around mental health issues. there were threats to shoot up this national guard base in saco, maine. is there anything will -- what could law enforcement have done differently in this case? >> that is a great question and one that will continue to be asked as we learn more information about him and the days and weeks of leading up to this event. but maine is not the best place to be if you are hoping for really proactive law enforcement intervention in someone who seems to present a threat, but nobody is sure about that. maine does not have a red flag law or an extreme risk law. those laws are on the books in several states and they enable law enforcement or even family members or people around someone who perceive that someone seems to be on the edge and presenting a danger to themselves and others, you can enter veeb and have their weapons taken away for a limited period of time to give that person the opportunity to g

prokupiez, stay with us, because we want to continue the conversation with our panel, john miller, andy mccabe and as you know, there are questions of in terms of where this suspect is and how police will find him. so walk us through what is happening on the ground in terms of the various agencies now. >> well, rahel, what should be happening, and we don't know if it is the case, because we are not quite frankly getting information about this, but what should be happening is that all of the agencies report to the incident command structure which is usually led by your state police officials, and they have the authority and the responsibility to coordinate among the agencies to divvy up the tasks to make sure that each agency with the unique skills and legal authority are using those things to maximum results to try to solve this problem. so typically you think of the federal agencies like the fbi to be focused on the intelligence side of this, and using the court authorized access to electronic surveillance, identifying devices and telephone numbers and email accounts and those sorts of things

analyst and former deputy director of the fbi, andy mccabe. and former secret service agent jonathan lacklow. very clear from what we just heard is for the police in lisbon that this man is not caught. could not have made it more clear this is very active and they are seeking help and information from the public. what do you think of this now more than 12 hours in ? >> yeah. on the one hand it's a good sign they're continuing to try to crowd source as much intelligence as they can because they are clearly still searching for investigative leads here. on the other hand it's not a great time they still need that kind of assistance. nevertheless, they're doing the right thing. they could probably enrich the information they're getting from the public if they shared a few more details about what they know. but we'll see maybe at 10:30 we'll get more information about that. i think what's important to recognize is this search is going on right now at different levels. you have the police like the police chief we just saw, responding to calls from c

. >>> and let's get straight to andy mccabe. and julia, you see the reporting that law enforcement is on the ground. and the car was moved. not there anymore. and we know that he is will -- he has a rifle at least one. assault style rifle and highly strained in guns and police are on foot looking for him. what challenges do they face? >> so you will assume at this stage now that he had an exit or hiding strategy. this was -- he is trained. he knows how do this, knows how to use guns and kill a lot of people in multiple places. one has to assume that he also had a strategy to hide out for some period of time. you go on that assumption. so he is either hiding in a place that he already determined that he would hide at. i know this area. a lot of hunting cabins, a lot of cabins that made may not be being on pid during weekdays. he may have one else. so he may be hanging out during the days where police don't have the man power to try to go to all these places. so they are saying check your proot property, check if you have any iden

. >> well, what we are seeing for ourselves and andy mccabe knows this as well working in the fbi, when you these manhunts, you have teams that are constantly moving from location to location based on the flow of information that law enforcement is getting. we happen to be seeing this right now for ourselves on our camera. and i'll point out, anderson, i know you mentioned at the top that we're obviously not describing the individual tactical movements of officers for officer safety purposes. it's important for viewers to also know that state police are also aware of our shot. obviously this is important to make sure that we're not putting them in danger. but what we're seeing for ourselves on the screen is something that happens time and again where there are no cameras. and that is you have these teams. they get assigned. often multiagency efforts that are working together. obviously we know about the host of resources being barred from all these agencies. and they'll get farmed out tips. we're getting something at this location. let's go check this out. someone called in. they saw so

mccabe. thank you for being here. and andy, what is your take here, because if this is the two options, this is serious or this is short of that and just another round of donald trump not respecting protocol. where do you think this lands? >> well, both of those can be true. first, it is absolutely serious, and this is arguably, the most sensitive information that our government holds, and as evidence of that, i would point out that the vast majority of the classified information is classified by executive order, and that is the president cites what is classify and then cites what is not classified, but not with the nuclear defense information, and that is classified by statue and even the president cannot disclose it, but it is another example of donald trump treating our nation's most important secrets with disregard and irresponsibly and in a way that is criminal, though he not charged with this episode yet. >> tom, what is your take on this, and why do you think that it is not part of the indictment that the special counse

andrew mccabe is back with me now. andy, when you look at what has happened right now. and this is in me. so one of the first questions that people will ask is whether a person was known to authorities. we learned from john miller that this person was a military reservist. but the gun laws, and the type of weapon being used here. that's the second question. what are the gun laws in maine. what's the weapon you are seeing in any of these still photos able to be lawfully used in that state? obviously not for criminal purpose. >> that is right. it's entirely likely the weapon you see in this photo can be lawfully owned in the state of maine. a weapon is likely an ar-15 or similar variant. high powered assault style weapon. maine does not have a traditional background check requirement beyond the federal requirements that are imposed upon federally licensed firearms. maine also does not have a what we refer to as a red flag law. where some states call it an extreme risk law. the laws enable family members or law enforcement to take firearms away from people who seem to be a
