joining us now is andy webber, he's a former assistant secretary of defense for nuclear, chemical, andprograms, in the obama administration. andy, thank you for being with us tonight. you've been to those labs in the ukraine that this fuss is all about. what are they? >> well, there are public health labs, mostly, there are similar to our centers for disease control, we have been working with them, now, since 2015, or since 2005, actually, to strengthen their capacity to monitor, detect and respond to infectious disease outbreaks, and to protect public health and ukraine, and to be part of a early warning system of infectious disease outbreaks, so they can be isolated before they spread around the world. >> andy, u.s. officials think that all this talk about biological weapons, and these conspiracy theories, maybe a prelude to russia itself using chemical or biological weapons in an attack. do we know, what do we know about that, and once you know about their capabilities on that front? >> well, i do worry a lot, you give some examples of russia using banned chemical weapons in peaceti

andy webber worked for president obama as assistant -- he said the u.s.s.r. the largest biological weapons program that the world has ever known and it has continued. they have facilities never to our knowledge been visited by non-russians. we don't fully know what they're up to. from your perspective and expertise do you think this is something we should be worried about? >> we should absolutely be worried about it and try to be prepared to do something about this and help the ukrainians defend against these kinds of attacks. we have seen the russians use these types of weapons before. groups that were supported by the russians used this in syria. there was thousands of these kinds of attacks that have happened in syria. so we have to be ready for it and make sure the ukrainians are ready for this and it shows you the fact that someone like vladimir putin is willing to use tools like this that kill innocent people, women, children, shows you the kind of terrible person we're dealing with. >> bill: you are exactly right. if nothing else putin repeats his beha
