on the phone to help us out with this is angela chan. morning, angela. >> good morning, thanks for having me. >> let's talk about this. the secure communities program says feds can scan, fingerprint databases and hold over possible deportees. what is the sheriff's obligation here? >> he does not have to hold anybody for customs enforcement. the sheriff focuses on criminal law, and not on civil immigration law. the problem is, as he mixes up these two jobs, which is clear, he's not supposed to, he would fill up our jails for people who are not necessarily committing crimes, people who have green cards and visas, but not necessarily committing crimes. in any city, including oakland, san francisco, throughout the bay area, there are large immigrant populations, including some undocumented populations, and they're needed to help fight crime, if they're the witnesses, or victims to crime, we really don't care about their status, we want them to come forward, and protect public safety. >> is this more about a relationship with the city, or may
