>> reporter: chris, we just heard from some officials recently in los angeles county saying that theying already to certain things, including four reports of mud slides and three reports of downed trees. they are watching the storms for any impacts that could develop. right thousand, we're just seeing the steady stream of rain that's falling right now in los angeles county, but as you can see on your screen, these are just some of the impacts flooded roadways, downed trees, mud slides a highway being closed. right now, the brunt of the storm is being felt in santa barbara county where they had some more flooding issues overnight. and you can see this tree falling down, this landslide that's happening on your screen. this is the concern as the storm continues. while it may not be as impactful as the last one that hit earlier this month, especially in los angeles county, there is a lot of saturated ground in this area. so the concern is when you got more rain falling, it could lead to more flash flooding, more downed trees. right now, they are warning people, if you have your car in a l

we begin with new evacuation orders over the threat of mudslides in los angeles county. the second of back-to-back storms bringing potentially life-threatening floods to california. now portions of the owens brush fire burns scar zone must evacuate through tuesday. strong winds and intense rain causing flight delays and cancellations at san francisco's airport. and leaving more than 180,000 without power across the state. cnn's camilla bernal is live at the los angeles river and meteorologist alisa rafa is tracking this major storm system from the cnn weather center. camilla, you first. it looks like the wind gusts are starting to pick up. >> reporter: hey, fred, yeah. a little bit of wind and some light rain. but really authorities saying sh these are the last hours here in los angeles county where people can get ready for the storm. they are asking npeople not to travel, to maintain just an eye on all of the information to make sure they have an emergency kit in place, and if you're under those evacuation orders, they are asking you to pack your things and go to a shel

>> we have flash flood warnings that are continuing to expand across the los angeles county area, now in effect for central and western los angeles, including places like malibu, burbank, hollywood, beverly hills. this until midnight local time where up to two inches of rain has fallen and another one to four inches is possible. all of this in the red shading area. for santa barbara, they are talking about that flash flooding damage being considerable in ventura county. something that we will watch out for. this threat is continuing to slide east into the overnight. rainfall rates will pick up into tomorrow. looking at rates of one to one and a half inches possible. here is a look at the storm. it's finding some of the heavy downpours from central into northern california. this number has been climbing like crazy. power outages. 550,000 people, half a million people in california right now without power from the rain and the wind. the high risk continues as we go into the night for that excessive flooding. this happens fewer than 4% of the time but is responsible for 80% of our flood

happening across southern california that shading of red southwestern bernardino county and los angeles county. this region under a moderate risk that's a level three of four of excessive flooding that could lead to local urbanized flooding. now that is because of this heavy batch of rain that's moving through on top of the very saturated environment. remember, it was only just under two weeks ago, we had our previous atmospheric river events, so the ground is wet adding more rainfall could just add more misery to the situation. and that's what we're seeing here unfortunately. so there's the over 30 million americans under these flood alerts from the bay area southward into los angeles. some of the rainfall totals have exceeded half a foot. look at the malibu hills area, just a very populated part of southern california approaching five inches equally as impressive as some of these snowfall totals over a foot and a half. this is very heavy wet snow, a term you might not be familiar with. it's called west coast cement because there's so much moisture content to that snowfall, it sticks to the g

a state of emergency with four counties issuing evacuation warnings and orders, including los angeles countyat we might see this week. >> some housekeeping real quick, andrea, here's how much rain we've gotten already. we'll talk about wind in this visit to start things off. the first thing i want you to see is how we've done for rainfall already. this takes us back about 24 hours and look at the differences. some parts of the north bay are looking at 4 inches of rain, novato, but in general it was about 1 1/2 to 2 inches in other locations. let's get into the details. the wind, this is the one aspect of the storm that's done a lot of the damage obviously from so many downed trees and it's also got a lot of people on edge. the wind speeds were really intense at the higher elevations. we had 90-mile-an-hour gusts on mount umunhum over late morning and into the afternoon. it's not that bad at this point, but it's still windy. it's getting a little better, but i want to go into a quick review how this happened and when it's going to stop. we had this storm responsible for all the rain pretty mu
