, and in this city and there are a lot of animals in this city. and it is very, very important that we, as a city provide an agency and a safety net agency, that is being funded and staffed in a way that matches up, to the critical important and significance of animals in the city and we have not done that. and animal care and control, is in addition to its shelter services, and a shelter that does not turn away any animal. and whether it is domesticated and whether it is wild, whether it has behave or issues or not. and this, agency has run deficits for the 7 out of the last ten years. it recently had to shut down its shelter, two days a week because of budget problems fortunately that has been reversed, although who knows for how long. it has, the agency has very few officers in the field and so stepping outside of the shelter, this is an agency that responds to calls of animal abuse. and animal neglect. and it deals with even barking dogs issues, and it deals with vicious animal issues and whether it is wild or domesticated animal and i can say

animal abuse and neglect will save human lives as well. if acc has enough staffing to do so. acc is crucial to the city disaster planning and another animal commission and dr. o'neil could not be here but she sent you a letter outlining the importance of the work on the disaster animal response team training and for the building that holds the acc staff and animals is not rebuilt. we expect acc to shelter the animals if we find ourselves temporarily forced out of our homes and that become harder if not impossible to do if the shelter cannot be used because it is no longer safe, please find a way to rebuild the acc facility. and the control of work and the commission advises you on the animal issues and do not provide the oversight of the acc and it does come up that involve the agency. >> and whether san francisco should mandate that it be a no kill shelter and no adoptable animal is euthanized including those who need behavior or medical help before they can be adopted for two years we heard presentations from advocates and organizations on all sides of the issue, no kill is a goal that everyone wants

i also learned that san franciscan mal care and control was the only animal place in the entire city of san francisco that worked with small animals and did any sort of assistance for them. pets unlimited and spca both have wonderful resources and beautiful buildings, but they only work with cats and dogs, so the over 120, to 150 rabbits each year that come into san francisco either go through the animal care and control or go through the non-profit and volunteer based organization and we get no spay help at any of those hospitals and we are not able to house anybody there and we were offered a room at spca which was kind but we were told that we would need to clean the room ourselves because the rabbits are not their mission and they don't have staff to dedicate to that. so i really from my heart, want to ask you to please, fund san franciscan mal care and control, they are one of the most dedicated, authentic, and genuine animal lovers that i know. >> thank you very much. >> we do have a rule at the board of supervisors about no applause or booing, if people approve you can do a thu
