jail and i'm wondering if you can tell us about the sheriff's power to control the pretrial population? >> first of all, thank you for public defender jeff in an allowing us to participate in your 10th justice summit and also in recognizing the important anniversary. our statistics in the city of san francisco are higher. 75 percent of our jail population is a pretrial felony population. i think you have to put some numbers in context as to who is our inmates in san francisco city county jails. the population demography reflects 60 percent african american inside the county jail system, 21 percent white and 15 percent latino. we have done studies in the past that show that at least a 3rd of our jail population would be eligible for some form of pretrial release through programs that have been designed through pretrial release, they have been very effective. i know will looeng of our shop can report on figures. i can give you ideas of jail dates that have been avoided. the numbers are significant. supervised release, we saved 43551 jail days. for 2011, with court atable accountable was 88059 and o.r. is 25,000. county sheriff's have been empowe

these regulatory items represent risk to us and that is something that we have to deal with and at some point some decisions may get made that will result in an impact to us. there is demand uncertainty. we're starting to see rebounding demand with the improving economy and the san francisco skyline that i will talk about later current population and demand projections there, increasing significantly is for san francisco. those are part of the smart growth proposals that have come out of abag. so the whole point of this is that try as we might to make projections of both supply and demand, there is a lot of uncertainty that we have to deal with out there. the same time we're dealing with various water supply projects. these are the up withs that are part of the water system improvement program. first in the regional water system supply, again the alameda creek recapture project. that is a plan to try to recover some of the water that were putting in for instream flow at appropriate times of the year. on the regional system dry-year supply the two projects that i talked about earlier, a transfer potentially at this point with the oakdale irrig

an 8.0 event on the san andreas fault. we're working with other city departments so they know what to expect from us. it's been an education process. as we started down the road i think there was an expectation all water and sewer was going to be in operation in san francisco after an ert quake. that probably is not going to happen. it's a little bit different having several blocks in your population out of water versus out of electricity or gas or cell phone service. it's a little bit different level of emergency. after an earthquake what we're designing for is to have the high level fire system more or less immediately. there may be homes, individual service connections, which could be out of water for quite some time and that's where my utility has to interface with other departments to make sure we're getting water to people through humanitarian stations, red cross, mutual aid is a huge part of this with our federal and state partners. but those hand off points after a major event and educating ourselves what we're doing and not doing is a big part of the life line process that naomi is running an
