i was incredibly fortunate to have a great mentor in my life, a woman named ann richards, the first elected female governor in texas. she instilled in me that i had an obligation to go into public service but she gave me two pieces of advice. she said achieve what i want to achieve professional before i serve so it was really about service and giving back to the community and she said as a mother, it would be easier if the children were older. they are 81022, and that also was a great piece of a device. i would neighborhood by neighborhood to try to understand the issues of san francisco. i always say i discovered the silent majority in the process, but what i heard loud and clear from people is that we need a new approach to some of our long-term systemic challenges. i always say my moment of obligation, when i knew i had to run, was when i became convinced the only way we would significantly impact public education is if the mayor makes it a high level priority. it is going to take a community- wide effort for us to turn around our public schools, and i believe the mayor has to be the key

the first one was the late anne richards, the onetime governor of texas.e is the last good governor of texas. [applause] some texas friends say the last truly honest governor we ever had. if rick perry is listening, i am just quoting. ann richards said that she is often mistakenly introduced as the first woman who ever became governor of texas. she said that is not true. at the beginning of the 20th- century, there was a governor called pa ferguson. he was a crook. unlike some other elected officials, he got caught. he was impeached. being impeached in texas means you can never again run for state office. what did he do? he ran his wife's campaign and ma ferguson became governor. she is always -- only remembered for one incident when some of her colleagues said they are trying to start a movement to teach spanish in our schools. she said not while i'm around. if the english were good enough for jesus christ, it is good enough for texas. richard? >> anne thompson, thank you so much.hree people are facing criminal charges in the penn state child sex scandal. it's likely to open the flood gate to civil lawsuits. i'm joined by host of judge alex and former florida circuit court judge. what are the legal liabilities of penn state right now? >> it's an interesting question, richard. what we can anticipate a flood of lawsuits absolutely. i can't imagine a case where damages wouldn't be easier to prove -- would be easier to prove than this one. the problem i think is issues of sovereign immunity. penn state may benefit from pennsylvania's sovereign immunity statute. we have to break down exactly how many incidents there were with particular children. number two, it brings up personal liability and joe paterno's personal liability. he's done very well as the coach of penn state. however, that brings up another thorny issue which is the employee of the state school is individually liable for criminal acts or individually willful acts. if he acted negligently, it's under h
