anna werner reports. >> it's just hard because he's my little brother. >> reporter: jonelle ellis' 25ld brother kenneth returned from iraq with severe post-traumatic stress disorder. he spent three months as an inpatient at a veterans affairs hospital. >> you know, we can offer them all the services in the world, but we can't protect them from what's going on in their head. >> reporter: on january 13 2010, police investigating an auto theft ring stopped ellis for questioning in a convenience store parking lot. ellis held a gun to his head pacing for ten minutes telling police he did not want to hurt anyone else but was going to kill himself. police told him repeatedly to put down the gun. >> shots fired. >> reporter: then suddenly a police officer shot him. ellis died at the scene. he was one of 18 people shot and killed by albuquerque police since 2010. police chief ray schultz says as many as 40% of them, like ellis, were mentally ill. why do you think so many of these people wind up getting shot? >> they are in active crisis and very often their actions become very aggressive and o

we'll begin with you, anna.riday meeting between congressional lea leaders and the president? >> there was a whole lot of nothing that happened. these meetings are really designed as photo ops. there's no staff. there was no expectation frankly that anything was really going to come out of it. even republican leaders were sending press release out beforehand saying there was no way they were going to come to any kind of agreement. >> so perry, let's look at the cuts which are now in effect. i guess some people might be wondering why congress and the white house aren't hard at work right now this weekend trying to resolve this. >> they have a fundamental disagreement they can't get past which is that president obama says i won re-election. most of the public supports including tax increases along with spending cuts so i'm not going to compromise on that particular issue. speaker boehner says i will not support any tax increases right now. we just had one a couple of months ago and i will not support another one.

joining me right now anna palmer, reporter for politico, and david knanakamura.alin said they're not gathered there not to rebrand a party but to rebuild a country. for the republicans particularly, don't they have to rebrand their party to successfully rebrand the country they want to? >> i think as you're seeing a mixed message coming out of the c ncti cpac. yesterday you heard jeb bush saying too often republicans are considered the party of no, we need to say what we're for. yet you have sarah palin i think her message is interesting because she seemed to have a sort of outside washington grassroots sort of message right now, populist message. she is out of favor a little bit with some conservatives. her fox news analyst contract was not renewed. so she's i think sort of taken this tact like all of washington has the wrong message, even republicans. we don't need to rebrand this, we have the right message. we've just got to say it stronger and be committed to it. and so, yes, of course rebuilding the country is important and i think that's a good message for

along with anna navarro.ood morning. >> expectations among gay rights advocates might be dampened yesterday by justice sonia sotomayor, the justice questioning whether this was too soon in asking why not let the continue to experiment with same-sex marriage and figure out where it wants to go. what does that mean to you, maria cardona? >> well, i think first of all, carol, it would have been a lot easier to bet and win on who the next pope is going to be, than try to figure out what the supreme court is going to do in terms of trying to figure out the case. i will say this, justice sotomayor is nothing if not methodical. and she often takes positions that are contrary even to her own to play devil's advocate and make sure that every single angle of this case is being debated. i would not read anything that she's saying, frankly, i wouldn't read anything into what a lot of them are saying. a lot of folks were wrong when they tried to figure out what the supreme court was going to say on the health care case. >

what is the response, anna, from washington and seoul to these latest threats? >> yeah. just on the dmz, brianna. you are talking about a strip of land some 250 kilometers long and 50 kilometers wide. north and south korea take up 50 kilometers each. you stand there literally there are north korean troops looking back at you. the north korean military has something like 1.2 million soldiers. what is their downfall is their navy and their air force. you speak to the experts, brianna, and they would say that north korea would be committing suicide by launching an attack on south korea because, as we know, south korea is very much protected by the united states. they are holding those joint military drills tomorrow, but as far as some sort of provocation, which is what north korea is threatening, this is very possible. so those joint military drills are happening on the korean peninsula between the united states and south korea. washington has urged north korea to take any action, not take any provocative action. south korea, they're saying they are very much on guard ready
