let's go to anna coren who is in hong kong. at do you know about what caused the train derailment? >> reporter: well, bianca, we don't know what caused the derailment but we do know that the death toll in pakistan is expected to rise, due to severity of injuries. and that's according to local officials, looking at pictures of the mangled wreckage of aftermath, it's not difficult to understand. in karachi, pakistan's largest city, jut after 8:00 a.m. local time with 950 passengers on board, more than five hours later, just after 1:00 p.m., the train derailed in a province about 170 miles from karachi. authorities say the train was traveling at moderate speed, 28 miles an hour, when it ran off the tracks. ten cars in total derailed. now, this is a remote farming area, so the first people on the scene were local villagers trying to pull survivors from the wreckage. eyewitnesses speak of people screaming and bodies, you know, strewn on the ground including women and children. local media reports it took hours for emergency crews to

anna coren is live in hong kong.ially from fishermen i understand. what do japanese officials say about that? >> reporter: danny, this is a highly controversial decision that has outraged many people not only in japan, those fishermen specifically, but also in the region. with china accusing japan of treating the ocean as a dumping ground. but the japanese government has basically run out of options on how on dispose of this radioactive waste water from the fukushima daiichi power plant. back 12 years, the plant hit 9.0 magnitude earthquake and tsunami, power was cut and the nuclear plant went into meltdown. sea water was pulled in to cool the reactors and that water which became radioactive accumulated over time to 1.3 million metric tons. now, the japanese prime minister announced that on thursday if weather and ocean conditions permit, they will begin slowly pumping that water into the pacific ocean. according to the government the water release will happen over a period of 30 years. now, the international atomic

anna coren is tracking developments for us from hong kong. very difficult situation, isn't it, for japan because it can't keep storing this amount of waste. >> reporter: they need to decommission this plant as soon as possible. and, you know, as far as the governor is concerned, this is the best option. it is highly controversial this decision. as you say, it has angered people within japan especially those fishermen who rely on the city for their livelihood and also neighbors in the region. but japan has basically run out of options on how to dispose of this treated radioactive water. thursday that is when they will start dispersing this water, treated water, into the pacific ocean. expected that it could take up to 30 years to release all of this treated water. we've heard from the international atomic energy agency, it says that, you know, the water has met international safety standards and it won't have a negative impact on the people or the environment, but not everyone is convinced. a toxic blight on the japan coastline rising like a m
