there's an annapolis convention and at the annapolis convention five states show up. so they don't even have a quorum but during the annapolis convention the representatives that are there agree that there needs to be an official convention that brings together all the states so that they can discuss major modifications to the articles of confederation. so, our guy, james madison, was at the annapolis convention. so madison had already had personal experience in the virginia house of delegates. he had also served as a member of the committee that framed the states first constitution. and at the national level he was in the second continental congress and the confederation congress. so he had a lot of personal experience with the many ways that the government at the national level was failing to get things done. so, madison knows from experience that the unity of the nation has been sorely tested, and over the winter of 1786 into 1787, he will be up here in his library, at his home up the hill, and he'll be doing a lot of research and he's going to be doing research in
