anne makovec explains that the dueling plans have neighbors snapping at each other and anne, it's amazing how passionate both sides get over this. >> reporter: oakland isn't a dog-friendly city. there are only five dog parks in the city and compare that to san francisco's 17 dog parks. so dog advocates have long been trying to get a dog park especially in the citycenter. behind me here is astro park here in oakland. it is at lakeshore and mcarthur boulevard and they are proposing a half acre fenced-in dog park here. right now as you can see from the sign here, no dogs are allowed in the park and that is a similar theme throughout several city parks. they have been working on the plan for 10 years, this fenced- in dog park. the commission gave preliminary approval for it in december but a lot of neighbors got upset about it. they were concerned that this green area was going to turn sort of brown and obviously have more commotion, noise. they are concerned that it would ruin the neighborhood so those neighbors came one their own plan coming up with a dog park at the old police horse stable

anne makovec with the very latest at sfo.ou. >>> a woman whose final destination would have been sacramento is in jail in philadelphia this morning. she is from roseville. she was arrested after arriving on a plane from london. she is accused of threatening the flight crew and the passengers there. investigators say the woman said she would blow up the plane. >>> a high-speed chase in the east bay with the police is over and the two men are now behind bars. kristy seifkin explains how the incident ended. >> reporter: about 7:45 police saw a car with a license plate that matched that of two men who were wanted for murder of a man in grand junction, colorado, and also the murder of two individuals here in the bay area. they attempted to pull that driver over. he didn't stop and he continued and a multiple freeway chase began. the driver got on the 880 freeway, continued through fremont and then hayward, san leandro and oakland. multiple agencies were involved in the pursuit. and then that car merged on eastbound 980 then eastbo

anne makovec is in san francisco where the chief is not giving up.e had a tough crowd. >> reporter: he really did. a lot of emotions expressed here in the bayview last night. in fact, the police chief left early promising more meetings in the future but just didn't like the format and how things were going last night. here's footage of him being shouted down. [ screaming ] >> reporter: chief greg suhr leftnot long after that happened. he did try several times to answer people's questions but a lot of residents were there to vent. the meeting was in response it a police shooting in the neighborhood last weekend that started as officers approached a 19-year-old for fare evasion on the bus. he took off. police say he was shooting at them as he ran and they shot him. he died soon after. here is his picture. kenneth harding is a parolee from seattle wanted for questioning in a shooting death up there. but a lot of people who came to the meeting last night said it wasn't about hardin per se, it was more about bad relations with the community for years, the

anne makovec on what happened in court today. anne. >> reporter: well, his lawyer wanted his bail reduced to $2 million. and the judge said no way citing public safety concerns for local businesses. so mark lugo is still in jail here in san francisco this afternoon. this is footage from the courtroom this morning when mark lugo pleaded not guilty. the judge won't let us show lugo but according to police we have already seen him in this surveillance video walking out of the weinstein gallery in union square on july 5. a picasso sketch under his arm. that's the crime he is charged with today. his lawyer wanted his bail reduced from $5 million. the judge said no and his attorney admitted it was a moot point. >> we cannot post bail in california because he has a hold from back east. were he to post bail he would go into custody back east. >> reporter: once he was caught here, police searched his apartment in hoboken, new jersey. they say they found 11 stolen art works including this picasso stolen from an art gallery in new york last

anne makovec is on scene. anne..this fire wasn't easy to get to. >>> a firefighter had minor injuries from battling a fire at a building in oakland. anne makovec is on the scene. it wasn't easy to get to, right? >> reporter: i'm sorry. we have a very loud motorcycle coming past. >> i said the fire was tough to get to right? >> reporter: it was. that was the problem. you can see that from this building here. you can see the fence outside, barbed wire on top. there were several doors that were locked that firefighters in to get through. they said it was a real challenge to get into this warehouse and that is how one of the firefighters injured his hand. they had to force open windows and break some of the locks on doors to get in. when it they finally got in, there was a small fire in the back corner in a mechanical room of the building. there was a lot of machinery in there, compressor, things like that. that is why firefighters think that this whole fire caused about $70,000 worth of damage. it's not intention

anne makovec in larkspur. marin county with why the strike has suddenly been called off. she has more. good morning. >> reporter: i just got off the phone with the union spokesman who says, they were thinking about striking so they wanted to let the public know that they were thinking about striking so the public wasn't surprised. then the golden gate bridge district decided to go ahead and call off the service because they didn't want people to be surprised either. so there is confusion between the union and the district, no surprise. we heard of these contract negotiations getting out of control before. in this case it was going to end up in a one-day strike here for golden gate ferry service between larkspur where i'm standing, san francisco, and sausalito all ferry service was going to be cancelled for the day. this morning it turns out that workers showed up for work. so there will be no disruption in service today. certainly a lot of confusion. i spoke with one passenger who was arriving, he actually had not heard about the strikes. so lucky for him he was wondering

anne makovec is in oakland to explain what is going on. good morning, anne. >> reporter: the first of 30 new security cameras was installed yesterday on this restaurant along international boulevard to deter criminals and help solve crimes after they are committed. and there is a reason that the first one was put here on this restaurant. this effort was inspired by the murder of this man, jesus chuy campos. he owned the restaurant on the corner otiz. he was a fixture and was shot on the morning of april 8. his murderer is on the loose. there was actually a security camera six doors down at the time that could have caught the shooter running away. unfortunately it was pointing the other direction so these new cameras are a major improvement. >> you think it will make you feel safer? >> i think. i think it will be more safety for everybody. >> i think wherever they have cameras, people feel safer. >> reporter: so we are going to see 17 being put up over the next few weeks here on international boulevard and 13 more will be installed above foo

anne makovec joins us with more. >> reporter: good morning. the ticket agents contract expired at midnight and today begins a one-day strike meaning ferries like the one here behind me not going to be running between larkspur, san francisco and sausalito. the ticket agents are represented by the inland boatsman union. they are upset at the ferry division plan to replace them with automated ticket-selling machines. the union says seven full- timers and four part-timers will lose their job. the bridge district says it's one way to close an $89 million- dollar budget shortfall but it's catching passengers by surprise. >> i did not know that. >> reporter: what are you going to do? >> take the bus. >> also, we'll be sending buses through the larkspur ferry terminal sort of as sweep bus that can take people down to the golden gate bridge toll plaza where they can connect with other buses on our system. >> we are just not ticket agents who sell tickets but, you know, today people are asking me where other ferries were, where businesses were how to ge

anne makovec is in fairfield. she just learned that the police will be holding a press conference in just a few minutes. she joins us now with more. good morning. >> reporter: good morning. we are waiting for the tests of those air quality results to come in later on this morning. the concern is that we had a bunch of plastic burning here last night and that caused petroleum to melt and that has chemicals in it that got into the air. the macro plastics plant behind me, you can see a big fields of ash now because about five acres worth of plastic bins were burning here last night. if you move to the left, you can see the impact plastic bins. these are the things that burned here. it was all in an outside storage area. no actual buildings caught on fire. when you look at this video, it looks like there's a two-story building on fire. it's really just stacked-up plastic crates, though. the fire broke out around 1:00 yesterday afternoon near travis air force base and the smoke could be seen for 50 miles away, as far a

anne makovec is at sfo with pictures of the fight and she joins us now with more. anne, good morning. >> reporter: good morning. the flight was delayed getting in here to sfo. it was supposed to land from miami at 11:45 and didn't land until 2 a.m. because of the drama in miami. these pictures are from one of the passengers on the plane. this is after the fight had already gone back to the terminal. according to passengers it started on the plane when two passengers were acting very strangely in the exit row. the pilot approached them, told them to get off. they did not want to get off the plane.a fight ensued. here's how one passenger described it. >> it's a scuffle that took place so about three or four of us went out there and tackled the guy. >> we were all really scared and we knew that these guys were really weird in the beginning and they shouldn't will be let on the plane because they were acting kind of funny and talking kind of weird and everything and they looked really, you know, different. and so it was pretty shocking that he punched the pilot. >> repo

anne makovec is at the scene in fairfield. , why did it take so long to put out the fear. >> reporter: there were only three fire hydrants here in the area so firefighters did have trouble getting enough water here to the scene. but the main problem is what was burning. it was these plastic crates and it just kind of erupted almost like a tire fire would. you can see the scene here behind me this chain-link fence was melted because it was just burning so hot yesterday afternoon. and if you look a little to the left you can see those plastic crates there. that is what was burning. they were stacked about two stories high. and that's why there was a real concern for air quality yesterday because of the chemicals involved in these sorts of plastic crates. the fire broke out at around 1:00 yesterday afternoon here at macro plastics in fairfield. it's very close to travis air force base and as you can see in this video it was huge thick, black smoke could be seen for more than 50 miles away. the fire was fueled by these plastic prod

anne makovec though is in walnut creek, that's where one of the teens is in critical condition. good morning, anne. >> reporter: good morning. the good news is that all three teens were recovered. but one of them in bad shape, critical condition here, a 17- year-old girl. she was flown here to john muir hospital. all three teenagers were from marin county and check out this video of them being rescued yesterday evening. these pictures from chopper 5 even the rescuers as you can see there having a tough time with the heavy surf. this is near tennessee cove. they are hoisting a 17-year-old girl on a chp helicopter. she and two friends have been hanging out at the beach and didn't realize the tide was coming in. so this ended up stranded behind a rock. and they could not get back to the main beach when those waves started pounding. all three of them, two broke free and witnesses ran to help. >> she was too exhausted. she couldn't say anything. we just pulled her out and what we did we just took all our clothes and towels and just tried to warm her up as much as we can and we just ra

our anne makovec is in the newsroom with how the police chief plans to deal with the growing community backlash. anne. >> reporter: the first step is a community meeting which is going to be held tonight. last night, 35 people were arrested in these protests. take a look at our own crew getting attacked yesterday evening. our cbs 5 photographer was attacked while interviewing one of the protestors as you can see there. and somebody comes up from behind right there... knocked down camera out of his hands. luckily, the police were able to arrest a suspect in that case. all told, 35 people were arrested after a crowd before 150 marched from dollars park ending up near union square. along the way reports of people throwing smoke bombs, paint and a hammer. several windows were broken along the route as well. there were disruptions to traffic, muni service and bart. all of this in response to the police shooting of a 19-year- old man on saturday kenneth wade harding who was riding a bus in the bayview. police got on to check people's tickets and harding took off. you're looking at some youtu

our anne makovec is in san francisco where stow remains in the hospital. morning, anne. >> reporter: good morning. he is still in serious condition here at san francisco general. the positive news is that doctors say he has been able to blink his eyes and mouth his last name on command. in the meantime the case continues to unfold in los angeles. we are waiting for more information this morning. at last word though we heard that the lapd was bringing in witnesses to help identify their two new suspects. of course, bryan stow was beaten back on march 31 nearly to death after a game between the giants and the dodgers down in l.a. then in may, police named giovanni ramirez their prime suspect in this case. they seemed sure he had done this. that was after his parole agent noticed tatoos similar to a suspect description on his neck. well, ramirez has been in jail since then for a parole violation but never charged in the case stow beating. when asked about the news that ramirez could be cleared and two others detained, stow's family was guarded. >> no matter w

. >> anne makovec talked to the man's mother, who is reflecting on his life. >> he didn't have much but whatever he had, he shared. >> reporter: that's the mother of paris powell, seen here as a child in oakland. he died this week at age 29, a man with a passion for helping the homeless. >> it was like his calling. they could be the stop him. >> reporter: that's what he was doing when he was shot early wednesday morning. brother john as he is known on the streets was giving out food with his pregnant wife and their two children in the fruitvale neighborhood and someone shot him. he died later at the hospital. >> he tried to fight. he tried to. >> reporter: powell's wife had been hit in the shoulder, his 3- year-old stepdaughter grazed with a bullet. there's going to be a vigil here at the site of the shooting on 47th avenue at 8:30 tonight but some family members don't know if they will show up. they are nervous because the killer is still on the loose. >> it's traumatic. that's what's going on around oakland anyway. >> reporter: that's his aunt who raised him along with other family me

[ screaming ] >> people are upset. an act of violence happened in their town square. but we were doing our best to make sure mr. harding didn't do any violence to the community. >> the meeting was held in response to a police shooting you just heard suhr referring to. it happened as officers approached a 19-year-old for fare evasion. he took off. police say he was shooting at him as they ran. they shot him and he died. his name is kenneth harding a parolee from seattle wanted for questioning in a shooting death out there. people say it wasn't about him,

anne makovec is in oakland, where police are still work on a motive for an overnight shooting. anne joins us now. >> reporter: no motive, no suspects at this time. that man at last word was in critical condition, life- threatening injuries, after being shot in the chest. and if he do end up passing away, that would be oakland's 59th homicide so far this year. that number just keeps climbing. take a look at the scene. this happened just before 10:00 last night at 19th avenue near adeline in west oakland. the man shot in the chest. he was in his 20s. police originally thought this might have been an attempted robbery but they haven't said for sure. the only clues they have is that two men were seen leaving from the scene. so obviously, a lot more pieces of this puzzle to put together. but when it comes to unsolved homicides, oakland is no stranger to that, either. and we have seen a lot of cuts in the police force as well so again they have their work cut out for them. frank. >> anne makovec live in oakland this morning, thank you. >>> house republicans meet this morning to decide

anne makovec reports. >> reporter: stow here at san francisco general in serious condition. the latest on his condition is that he has been blinking his eyes and apparently was able to mouth his last name to doctors recently. meantime, the case unfolds down in los angeles. the last report we have heard last night was that the lapd was bringing in some new witnesses to identify these to new suspects. of course, bryan stow was beaten nearly to death in march after the game between the giants and the dodgers in l.a. that was the season opener. in may, police then named giovanni ramirez their prime suspect after his parole agent noticed tatoos similar to a suspect description. well, ramirez has been in jail for a parole violation but never officially charged in this case. when asked about the news that ramirez could be cleared and two others detained, stow's family was guarded. >> no matter what happens on that side, you know, it's never going to really help bryan. will it possibly help someone else down the line? absolutely. we are really focusing on bryan trying to make himbe
