kpix 5 reporter anne makovec is with firefighters on the scene of the vegetation fire in corte madera this morning. anne. >> reporter: the size of this fire has doubled overnight as far as the size estimate now that they have a better look at how much has burned, 5.5 acres here in the area behind me. you can see firefighters still on scene. take a look and the these flames shot overnight. this fire broke out around 11:00. this is an area just east of the village shopping mall in an area of marshland. it's actually the area of several homeless encampments which brought extra hazards because because there were several propane tanks in the areas and at least one of them exploded. i'm here with corte madera fire chief roger sprain. tell us about the role these propane tanks played. obviously that's really dangerous. >> it can be a hazard to firefighters. it's mostly the small tanks that you use for barbecue and once those get a certain temperature, they vent and can also explode. so it's like a grenade going on. >> reporter: no firefighter injuries, though? >> no injuries to any of the ho

kpix 5's anne makovec has exclusive comments now from the governor. she joins us with more. >> reporter: there is going to be a lot of red tape as you might imagine, frank. governor brown is going to be meeting with water officials today in sacramento. and the goal is to start transferring water to areas of california that are drying up. brown calls this a mega- drought. after a speaking engagement in beverly hills he talked exclusively to our sister station kcbs about the growing urgency of the situation. the governor says he got a personal phone call from president obama yesterday offering to do whatever he can to help out. brown says it might be time to start preparing for water transfers, taking waters from areas that have it, like some spots in southern california, and transferring it to parts of the state that are already running out. >> parts of california that are more privileged from the point of view of water availability than others. so we have systems, we can transfer it, but there are a lot of water rights, a lot of rules. so we have to c

anne makovec joins us from antioch within sight of the burning island. anne. >> reporter: yeah, the delta here behind me, the fire has been put out. no injuries to report. but firefighters are still watching for hot spots this morning. the fire was out officially at about 9:30 last night. but check out some of this video shot yesterday. three homes burned in this fire as well as several outbuildings and about 50 acres of land on kimball island, which is accessible only by boat. the fire was reported at about 2:30 yesterday afternoon. it started as a small brush fire but spread quickly because of the strong winds. >> the lack of rain and the unseasonably dry conditions just make the fire conditions just as bad as in the middle of fire season. >> reporter: firefighters evacuated four people. others just left in their own boats. there are reports that the fire may have been started by squatters staying in some of the abandoned cabins on the island but so far, firefighters have not come up with any official cause. live in antioch, anne makovec, kpix 5. >>> we

kpix 5 reporter anne makovec is in san francisco where the governor is expected to declare one today. anne. >> reporter: a lot of people have been wondering when this is going to happen. we have seen the conditions deteriorating. one of the driest winters on record and now it appears that the governor will make things official that drought declaration here in downtown san francisco at 9:00 this morning. that drought declaration would likely then trigger rationing, water rationing, from toilet flushes to farmers irrigating crops. the sierra snowpack and reservoir levels are well below normal now and that declaration would free up federal funding to mitigate the multitude of drought effects we're seeing one that's been very apparent around here continuing fire danger. >> definitely not expecting any rain anytime soon. so if there's anything that we are expecting it's to fight more fires. >> reporter: some counties began preparing for a doubt before the governor made that call or before he makes it this morning if he indeed does. they are pumping phoenix lake in marin and a drought has a

kpix 5's anne makovec is in san francisco where a fire at the chinese consulate is being investigated as arson. anne. >> reporter: and you can see the front entrance, the damage after last night's fire here at the chinese consulate building on laguna street. the u.s. state department is now involved in this investigation categorized as arson. here's one of several pictures being circulated on social media this morning of the front door burning. the chinese consulate as office says someone in a minivan pulled up, poured two buckets of gasoline on the door and set it on fire around 9:30 last night. the fire department headed out in about 10 minutes and you can see the damage here. the consulate spokesman called the arson a violent crime targeted at the chinese consulate. he calls it a sabotage of a vile nature and a, quote, despicable attack. now, you can see the door here, the damage to the front door. that has been removed. all parts of the investigation. there is also a security camera out here, also sure to be part of it. in the meantime, the chinese consulate is urging the u.s. gov

kpix 5's anne makovec has been going through the records and has reaction from the lynne spalding family and the sheriff. >> reporter: these documents show a series of blunders in the search for lynne spalding, a search that clearly was not taken seriously enough. 57-year-old lynne spalding was last seen alive in her room on september 21 and found dead in the hospital stairwell 2.5 weeks later. the sheriff's department was in charge of the search for her during that period. newly released transcripts show some of what happened including spalding being described as black when she was white. in one phone call, a sheriff's deputy says, quote, the person was going to be discharged anyway and decided to take off and then her daughter made a stink about it. that's all that was. >> we're disgusted! >> reporter: a family spokesman. >> whoever was on the phone was not only taking it seriously but were actually joking about the request from lynne's daughter to search for her mother. >> reporter: a search was ordered on october 1 more than a week after spalding disappeared but only about half of th

anne makovec joins us from the newsroom. anne, feds say cockroaches have been crawling at the facility for months. >> reporter: it is a horrifying thought. and this is the same facility that had the salmonella outbreak last year. this time, the feds shut down the foster farms processing facility entirely. this central valley plant is one of california's biggest poultry processing facilities. the usda says they found egregious unsanitary conditions here, cockroaches at a hand washing sink, a production tub and on the slaughterhouse floor. >> it grosses me out. i mean, i eat chicken. >> reporter: operations are suspended until foster farms comes up with a plan to eliminate the pests. the plant is in livingston, the same facility named in a salmonella outbreak last year that sickened 416 people in 23 states. people who live in the area with friends and family that work at foster farms are concerned about more than their dinner plans. >> i'm pretty sure people are going to lose their jobs because they can't afford it, they are g

kpix 5's anne makovec says it reaches beyond the city as well. >> reporter: this water system provides water to three different counties in the bay area. now, the governor has already asked everybody to reduce their water use by 20%. that is voluntary as is today's request. but mandatory rationing could be about a month away. >> we are now formally requesting all of our customers to voluntarily reduce their usage by 10%. >> reporter: 2.6 million customers in san francisco, san mateo, santa clara and alameda counties use water from the hetch hetchy regional water system. with little rain or snow, the levels are low as the population continues to rise. >> this is a serious issue that we are facing and we want everyone to participate. >> reporter: the customers on this system have already cut usage by 17% over the past decade. today, they are asked to cut it again by 10%. a lot of people say they are trying. >> i just try to cut down as much as possible, not wash the car as much, not water of the lawn as much. >> it's not just individuals. >> what i'm hearing from the contractors is again
