kpix 5's anne makovec is live at city hall with the very latest. anne. >> reporter: yeah. it is a new day here at san francisco city hall. london breed is going to be speaking this morning at her old elementary school, rosa parks elementary school at 10 a.m. she is going to tell us more about her first plans for this city. it was a real road to get here. it took 8 days and 18-hour days of ballot counting to finally get a new mayor. yesterday, board of supervisors president and san francisco native london breed took to the steps of city hall to declare she is soon to be mayor of san francisco, becoming the first black woman ever in that post. she is 43 years old. she will be the second woman in that post. >> it means a lot to so many young people growing up in the city, and i'm really honored and proud of this accomplishment. and it's because of so many that are here today. >> reporter: earlier yesterday, candidate mark leno, who has trailed breed by more than 1,000 votes since the middle of last week, conceded. but in the basement of city hall, the race goes on. more than

a suspect is now in custody and we have anne makovec with the details. >> reporter: a bizarre story that started as a dispute between a landlord and attendant, police say, leading to the kidnapping of a 71-year- old woman and ending in a crash on lorenzo avenue. this is in east oakland. a man renting a home in west oakland got into an argument with his landlady at around 7:30 this morning. her daughter said during that altercation, he grabbed her cane and attacked her son with it and then, while spewing death threats, dragged the landlady into her car and her family called police and the chase was on from west to east oakland and at one point, hitting eastbound 580 with the chase ending at around 8:30 this morning and police said the suspect hit a police car trying to get away and there could be additional charges coming. luckily, nobody was injured. anne makovec, kpix5. >>> in a separate kidnapping case over the weekend, this is how it came to an end in emeryville. a fiery crash turn deadly for one of the two suspects. police said they abducted a woman in the tenderloin district yesterd

anne makovec is live in sunol this morning with the very latest. ave been cleared and the chp says it looks like this was all caused by a driver who fell asleep behind the wheel. the crash happened just after 12:30 this morning on northbound 680 in sunol. the chp says the driver of a black dodge nodded off right before a construction zone, where traffic had slowed down. he did not slow down and plowed into the back of a white corolla, which then hit several cars in front of it. the 8-year-old child who died was in the back seat of the corolla. two other people were taken to the hospital with serious injuries. >> the driver did state that he fell asleep and woke up after the collision. alcohol and drugs are not a factor in the collision. >> reporter: the freeway was closed for about an hour and a half. again, the lanes have been reopened. no word on what charges, if any, that driver will face. live in sunol, anne makevoc, kpix 5. >>> san francisco police are on the scene of a shooting in hill at polk and california streets. officers say to avoid that

kpix 5's anne makovec is live outside city hall with more. it could be days before a winner is declared. >> reporter: can you imagine how these candidates must feel this morning, pins and needles? doesn't even begin to describe it, not knowing whether or not they might become the next mayor of san francisco as the counting continues. the ranked choice voting system is the reason for all of the uncertainty. as of midnight on election night, london breed looked to be considerably ahead with 42.5% of the vote to mark leno's 31%. jane kim in third. but when kim got eliminated, a huge part of her votes, about 3 out of 4, went to leno because leno was their second choice. so leno's vote count rose to 50.42% by yesterday morning, a 1-point lead over breed's 49.5%. and this was a strategy leno and kim used to try to get each other's number two votes. >> do you feel your one-two strategy worked? >> clearly. >> this is the system that we're working with, so for now we're stuck with it. >> reporter: of the 240,000 total votes cast by san franciscans, ne

i'm anne makovec. crews finally getting a handle on the pawnee fire in lake county.last night. no additional homes or other structures have been damaged or destroyed beyond the 22 that burned earlier this week. >>> and one person is dead, three others injured, after a shooting in oakland last night. it happened just before 6:00 outside of a mini-mart on macarthur boulevard. no word on arrests or motive. traffic and weather in just a moment. >>> an earlier crash causing slowdowns along southbound 280 just before snead. you can see that one lane is blocked and the backup is stretching well into daly city. do give yourself some extra time. it's about 15 minutes down to 380. here's a live look, 101, this is right near hospital curve. you can see that traffic is still moving at the limit in both directions approaching the lower deck of the bay bridge you may encounter slowdowns as well as 280 at sixth. we had an earlier crash on the lower deck of the bay bridge and then of course this is always slow trying to get into downtown san francisco. ha t's a check of your traffic

. >> a look at the report from anne makovec. >> reporter: it is scathing and involves self reflection on sonoma county employees with problems being revealed with communication, preparation and funding. according to the after action report that will be presented to the board today, the emergency operations center lacked situational awareness and information because of how quickly the storm developed. they said previous disasters had not prepared the staff for the event and although many emergency operations staffers had been trained, the scope required the use of additional untrained staff and finally, the report said the emergency center facility could not adequately is the report the staff for major duration incidents in this new normal. the fires that broke out were part of the fires that killed people and destroyed 9000 homes and buildings. une, 24 were killed and in santa rosa, residential blocks were decimated. solutions will be presented that may fix the situation and anything may be prevented in the future like this. they will hire 5-6 new positions to provide additional train
