kpix 5's anne makovec has what investigators have to go on. >> reporter: this safeway in half moon bay is this missing woman's last known location. her family is headed here to continue the search. angela hernandes was on a road trip from portland to lancaster in southern california in her white jeep when she stopped responding to calls or texts. the last known text was that she was hitting the road on friday morning. her sister responded with hearts. that was sent from half-moon bay on monday, three days later, her phone was receiving signals from davenport on the santa cruz coast about 40 miles away. searchers have searched the coastline from the ground and air. >> she should be at our destination already, even without a phone charger in her car, or if something else happened that was innocent. >> this is not like my sister, i am very scared. >> reporter: angela's family has posted the $10,000 reward for any information leading to her. investigators are looking at surveillance video from the safeway parking lot as the family plans a larger search party for tomorrow. in half moon bay,

and kpix 5's anne makovec is there. anne. >> reporter: yeah. pretty smoky here along marsh creek road where those mandatory evacuations orders remain in place. you can see some of the charred ground here behind me. there is a house that firefighters were able to save but right to its left you can see an outbuilding that did burn down and up the hills some active flames still burning right now on that hillside. and if we pan a little bit further up, you can see -- i don't know if you can see them anymore but a couple of firefighters have been working up there trying to cut down some of the tall brush to make it less prone to allow the fire to spread there. right now, this fire is 20% contained. and you know, at least one home has been destroyed as well as three outbuildings. last night firefighters say they are able to stop forward progression of the marsh fire but they say it's still threatening about 100 homes and other buildings. it started at about 2:40 yesterday afternoon near marsh creek road and morgan territory road and it burned at leas

anne makovec is live there this morning with the very latest. >>> reporter: we can't smell anything from our vantage point outside the shell refinery in martinez. but this community health advisory continues after an incident that went down at about 2:30 this morning. here is the map that county health officials put out. these are the people that could be affected by this low level advisory. that's what officials here at the shell refinery are calling it. an area around martinez and pacheco just south of 680 and north of pacheco boulevard. people that live in the area are told to stay home, close your doors, close your windows, because there is a chance that you could be sensitive to some of the fumes coming out here. we are talking about respiratory sensitivity and could irritate skin, nose and eyes. the refinery officials aren't saying exactly what happened, but something outside of standard operating procedures here at the refinery. we're hoping for a little bit more information on exactly what happened. but this health advisory will remain in place until their testing comes back all

kpix 5's anne makovec is live with more. >> reporter: a lot of bay area cities have talked about doing this. east palo alto is the first to step forward and take action first last night the city council declaring a shelter emergency. then they approved a pilot an is going to come to lot ereh fruition. it is owned by the city at 1798 bay road. there will be space for 20 rvs which would have been to be safety checked, operational and able to drive in and out of a space every day. there will be trash pickup, portable showers and laundry machines. it's a partnership between the city and the charity called "we hope." they call it a first-of-its- kind project. and there was a lot of support for this plan at the city council meeting last night. >> i can say to you in no uncertain terms that whenever there is a state of crisis in a situation in a city such as ours, when we hit the floors we have three commands to attend to and that is for safety, security and sanitary measures. >> reporter: and a lot of the people living in this homeless encampment on bay street are hoping to be able to move t

kpix 5's anne makovec is live in san jose this morning. it appears to be working. >>> reporter: yeah. they have gotten 600 reports illegal fireworks, all sorts of fireworks illegal here in san jose as is the case in many bay a lot of people ignore that law. so now there is a new tool for law enforcement and firefighters to try to put is the city is hoping for some enforcement help from the community. fire officials say more people are now using the city's online fireworks reporting website. for the first time ever, it lets people upload photos and videos of their neighbors behaving badly. >> so if they are simply setting off what's normally called consumer grade fireworks, that would involve a citation. if they are setting off things like commercial grade fireworks, that could involve jail or prison time. >> reporter: the first fine for illegal fireworks in san jose is $500 going up to $1,000 for the third offense. now, when you upload a photo, video report to this website, they don't actually send an officer immediately. a lot of this is

anne makovec joins us with this debate on public access. >>> reporter: it looks like rather than negotiating with coastal officials, a santa cruz neighborhood group now says it doesn't need renewed permission to charge a $100 annual fee to access the county park. there is a permit hearing scheduled for today in scotts valley. here's a map of where that beach sits near santa cruz. neighbors have put up a fence to keep the public out. the group is called the cliffs recreation district. two years the california coastal commission ordered them to take down the gate and threatened fines of $11,000 a day. it's still there. the group has been operating the gate since the '40s. they say the fees pay for the gatekeepers, intenae of the park and a wooden stairway to the beach. several compromises have been offered keeping the gates closed at night and open during the day. no agreement yet. >> keeping it locked at night is good. keeping it open during the day? i don't have a problem with that. my problem is if you cut off the resources to fund the place, it's not going to be an access for anybody. >> t

kpix 5's anne makovec is live at sfo this morning with some more details. anne. >>> reporter: this united flight was supposed to be on its way to sydney, australia right now but instead it made an emergency landing back here at sfo at about 12:30 a.m. here's a look at the flight path from the website flightradar24. you can see the twisted route it took over the ocean as it dropped fuel so the plane would be lighter when it made its emergency landing. 45 minutes after taking off, passengers reported flames shooting from the left engine of the boeing 787 dreamliner as it was taking off at about 11:15 p.m. for those on board united flight 863, it was a bumpy ride. but most passengers remained calm. >> yeah. we were, i guess -- the pilot and the staff were very reassuring that things were in control and we would be fine. >> reporter: they were met by a gate agent when they arrived. that flight was canceled, needless to say. so they were booked on other flights. some of the passengers said they are just waiting until tonight's flight that is supposed to leave at
