i'm anne makovec in for ryan yamamoto. the chp has arrested 50 people so far in that protest and towed 15 cars. let's get to shawn chitnis live at the bay bridge toll plaza. shawn, we are hearing some of the lanes just reopened? >> reporter: that's right anne. you can see a few cars able to make it through as they work their way here on the westbound lanes toward san francisco. not a lot of people in line and in position to come this way because we were told this may take quite some time to reopen. and of course so many people glad to see this is now an option for them to get to san francisco but really just to emphasize how serious this was, we are learning from ucsf there were multiple patients, staff, organ transplants delayed because of this closure. they were essentially stuck on that bridge. take a look at what the scene was like. at least 50 people have been arrested and this was quite the scene as it had taken over the bridge right around rush hour. we saw it at 8:00 a.m. at least 15 cars were towed. chp got word o

i'm anne makovec. we start with san francisco 's plan to stop more sideshow drivers and getaway cars. the attorney sent cease and desist letters asking them to stop selling license plate covers. they sell for $50 and make it harder for police to read license plate numbers. they can even bypass speed and red light cameras. >> it is clear from user reviews that consumers are intentionally using these products to evade law enforcement. a user of one electronic license plate cover that is available online boasts that it enables the drivers to, quote, be extra stealth with the police. >> san francisco was getting ready to install a series of speed cameras. the police chief says his officers have found these covers at sideshows, making it more difficult to track down participants. the city attorney says the letter was sent on behalf of the entire state. new york sent a similar letter to amazon to have these devices taken down. >>> from crime and homelessness to business closures. san francisco has been deali

we're going to track where that smoke is blowing in just a minute, but first let's check in with anne makovec tracking the very latest on exactly is happening here. >> we just got that statement from the contra costa county health department. they are sending a hazardous materials team to the refinery to investigate, but at this point no shelter-in-place order has been issued. this video posted on social media gives us a closer picture of what is going on. this was at 4:10 this afternoon. you can see multiple flames and a thick black substance coming out of the top billowing over richmond and the east bay. here is a look from our chopper above the refinery. this is what is known as flaring. chevron says it started when they lost power to a portions of the facility in richmond. flaring is typically done for safety and to keep the refinery running, but it can obviously cause some concern, not only about the safety of the refinery itself, but also what this output is doing to the air quality here in the bay area. now the refinery sent out what it is calling a level one on its community warning s

anne makovec joins us with san francisco's latest move to try to stop it now. >> reporter: the city sent a cease and desist letter, to four online retailers, amazon, ebay, etsy and walmart. the city attorney demanding they stop offering illegal license plate covers for sale to people in california. the letter details the marketing of one device with a remote-controlle d drop down the curtain that can be operated from inside the vehicle. others reflect off the flash of a camera, making a plate unreadable. the city attorney says the reviews for these products make their intentions clear, evading police, trying to crack down on days like sideshows or speeding. securing the reading of a license plate is illegal in california, and it takes away an important tool from police. >> when we are able to detect license plates, often, the result is good. we find the cars, we find the people, we find the property, we get property back to the owners, and the prosecutor people who commit these crimes to the district attorney. >> reporter: city attorney said the letter was that on behalf of the empire st
