let's check in with anne makovec for a look at those news headlines. >> this slight letup in the rain is giving people a chance to clean up and try to prepare for the next several rounds. the storm drop down trees across several bay area cities including this big tree in los altos. it pulled downed power lines on its way down. firefighters and pg&e crews were out working to clear it and get the power out. nobody was hurt and no homes were damaged. >>> another tree toppled in daly city last night. not far from the sierra madre mall. luckily, no one was injured. elsewhere, flooding has been a big concern. this was the scene in mendocino county where high waters took over a road. wineries in that area also taking a hit. the water is coming from the russian river which surged above flood stage overnight. and sonoma county, crews spotted rope rescue a driver was trapped in a car. this was in the city of windsor. we look at this store all of its website us streaming on the three cbs news app. >>> a new bill in california aims to restrict law enforcement's use of racial recognition technolog

anne makovec is following the latest on this. >> it is evolving as we speak. we are waiting for a news conference but we know the shooting happened a few minutes after the celebration had ended. this is union station in kansas city. several people were hit. police and paramedics swarmed the scene as crowds of people on the streets ran for cover. we no one person has died. several others are in critical condition. at least two people were taken into custody. a k audit -- a chaotic scene. some of the fans were forced to run for safety. our reporter neil jones from our arner out in the middle of it. >> a few minutes after the event had ended and people were filing out, thousands of people trying to walk out with their families when what appeared to be a string of fireworks shot off in the intersection of kessler and pershing, right up against the front of union station. people began to run as hard as they could in all directions. people knocked down, children knocked down. the police broke in. they ran into it, through the crowd and they ended up subduing at leas

i'm anne makovec in for ryan yamamoto . we will have more from vegas coming up in a moment. first, our weather. >>> taking a live look outside as another round of wet weather hits the bay area. >> a mix of rain and hail pounding parts of the region today here in el cerrito. you can see some of the hail bouncing off the edge of the porch. the rain is making for slick conditions out on the roadways. here is traffic on the san mateo heywood bridge. check this out. the system is bringing a little bit of snow at the observatory on top of mt. hamilton. just a little dusting but it is cold enough that 4200 feet for some of that snow to stick. what are we looking at here? >> it is not an an atmospheric river but it is rain driven by an area of low pressure that swept throughout the bay earlier this morning and it is leaving more showers in the forecast for our friends in the south bay. let's take a quick look at what is happening. this is not an an atmospheric river event like what we had earlier. this area of low pressure came in from the gulf of alaska bringing breezy conditions.

anne makovec has the story. >> a santa rosa teenager is in jail, accused of printing components for what are called ghost guns. santa rosa police say they rated his homes yesterday while he was in class at montgomery high school. they say he found a 3-d printer along with the parts he had already printed illegally, including a completed handle and ammunition as well as gained items. detectives went to the school and arrested him after class. this is the latest incident involving a weapon among students in santa rosa. there were stabbings on campus including one last year that killed a 16-year-old. >>> two of the three people detained in that deadly shooting after the kansas city chiefs super bowl parade are juveniles. one person died and nearly 2 dozen more were injured, many of them children. rapid gunshots rang out at a gathering of close to 1 million people. police say that this tackle in the crowd helped detain one of the people who might be connected to the shooting. they think -- thank the good samaritans who jumped into motion. >> people reacted without thinking. >> police recover

anne makovec has that story. >> a bold move from the governor. he is sending in the reinforcements now. 120 chp officers will be deployed to oakland and other parts of the east bay. they will be working with local law enforcement agencies on cracking down on crime and improving public safety. we saw a similar effort last year in san francisco's tenderloin. oakland police are stepping up their presence in areas prone to crime. we saw patrol cars posted at the gas station along the hackenberg her corridor. a few businesses has shut down the area over crime concerns including this denny's restaurant that shut down for good less than a week ago. you can see the sign is already down and the building is covered in graffiti. >>> a major intersection in san francisco shut down because of underground fire at third street and mission. smoke was seen billowing up from a manhole cover. no word on when the roads will reopen. >>> crews still cleaning up from the atmospheric river. or chopper cut this tree down. thousands of customers in that area still do not

anne makovec joins us now. anne, crews are still assessing all the damage. >> yeah. we just found out cal state east bay is keeping its hayward campus closed again tomorrow. they're still without power. with so many roadways blocked, some of the storm battered areas around the bay weren't accessible until today and sadly, we are finding out a man was killed after a tree fell onto a house in boulder creek. he was 45 years old. that tree fell yesterday afternoon along highway 9. one person made it out of the house, but that man was trapped inside and later was found dead. >>> in san francisco public works crews busy clearing off a tree that fell onto a parked car in the mission. some neighbors saw the moment the tree came crashing down. >> i think we're just lucky nobody got hurt. houses can be replaced, but you can't replace a life. so i'm just glad everybody's okay. >> the car owner was not home at the time. >>> we caught some scaffolding in the city that appeared to be damaged potentially from wind in san francisco's richmond district today. this was just south of t

. >>> i'm anne makovec with more on that midair door blowout on an alaska airlines flight last month. turns out four critical bolts were missing from the exit door when it blew open just minutes after that plane took off from portland. investigators say those bolts were removed at a boeing facility where crews were doing some other work on the aircraft, and then somehow those bolts were never replaced. we also heard more about what happened in the cockpit when that door blew out. the captain reported hearing a loud bang. his headset was pushed up nearly falling off his head. the incident forced the faa to order a temporary global rounding of all beg 737 max 9 planes and immediate inspections. >>> the head of the faa was grilled by a congressional committee. clearing that aircraft for flight, but he said this all brought up an important question. >> what's going on with the production at boeing? there have been issues in the past and they don't seem to be getting resolved. so we feel we need to have a heightened level of oversight to get after that. >> and he said his administration be

anne makovec has been following this in the newsroom, the latest from missouri. >> 21 people were hurt in the shooting. half of them children. eight of the people in the hospital right now have injuries described as immediately life threatening. one person died on scene. yeah, that was a reporter there capturing the moment that the shots rang out, just as they were wrapping up. the crowd sent into panic, some taking cover behind vehicles, others trampling. parents were separated from their children. we heard from one man, who said it was true. >> we heard the fireworks or the gunshots that sounded very semi automatic. i see the gentleman on the ground. >> they heard a second round of gunfire and saw people running the other way. a law enforcement source tells cbs news that the shooting does not appear to be an act of terrorism. as they filled the streets and at one point, somebody in the crowd tackled a man. >> we tackled them. >> cell phone video from a woman who watched them take down the man that he believed was responsible for the shooting before police swooped in. this all happene

let's get straight over to anne makovec with a look at the damage. >> reporter: crews still busy to clean up any down trees, power lines, and all of the debris left from the storm. we saw san francisco public works crews clearing out a tree that fell onto this parked car. it happened on dolores terrace. some neighbors say they saw the moment the tree came crashing down. the car's owner wasn't home at the time. >> we watched it come down and we knew it was coming because it was not a safe situation for a long time. >> we're lucky nobody got hurt. houses can be replaced, but you can't replace a life, so i'm glad everybody is okay. >>> pg&e crews are working to restore power after strong winds toppled a power pole near homestead avenue. video from our chopper shows downed power lines and trees. some lanes are blocked off while crews work to make repairs there, asking people to avoid the area of pg&e. they say there are 162,000 people without power right now in the bay area. >>> in southern california, up to nine inches of rain fell in some areas over the weekend. los angeles broke a record s

. >>> i'm anne makovec with new numbers on accidental drug overdose deaths today in san francisco. the announcement actually turned into a plea for help to federal and state regulators. 66 people died in january. 80% of those ods involve fentanyl. it is down 21% from last january when 84 people died. the health department said they need easier access to methadone, an addiction treatment drug that can cut deaths by half. they said strict and outdated regulations are standing in the way. right now that drug can only be dispensed at a licensed methadone clinic. but some federal rules are loosening later this year. >> i don't know who thought of this one to even implement. they are limiting the requirements that patients must experience opioid addiction for at least a year before receiving methadone. i don't know where that ever came from. it's ridiculous. >> right now primary care physicians are not allowed to prescribe methadone. but starting in april, there will be more telehealth options and patients will be able to take home more than one dose when they get it. the city meantime i

. >>> i'm anne makovec with an update on a hazmat release in the east bay. an investigation has found several failures at the martinez refinery that led to a neighborhood showered with coke dust thanksgiving day 2022, but the workers didn't even realize it until the next day when they started getting calls from neighbors who were noticing dust on their lawns, homes, and cars. it was spent catalyst containing heavy metals. workers at the facility didn't notice because the wind was blowing it away from their building. the report in part blames worker fatigue. the contra costa health department released these preliminary findings from an independent investigator who presented them for feedback over zoom. >> i just don't understand why that whole plant would not be absolutely full of sensors with the appropriate interlocks. so that just gets to this fundamental idea that, you know, why is this plant so reliant on humans? >> the report also said the plant ignored warnings by one of its own engineers about potential hazards. this was not a one off for the refinery

. >>> i'm anne makovec with details on a huge weapons bust in the east bay, machine guns and 1 million rounds of ammunition all owned by a man who is legally barred from owning weapons according to the attorney general releasing this video from the man's home in richmond, where state and local officers convened on january 31st along with the bomb squad from travis air force base. they found 11 machine guns, 60 assault rifles, dozens of other firearms and about 1 million rounds of miscellaneous caliber ammunition. they credit a state database for helping them find this stash. it's called apps or the armed and prohibited persons system. it identifies people who had firearms and later became prohibited from legally owning them. that includes people convicted of a violent crime, were placed under a restraining order, or suffer from serious mental illness. california was the first state in the nation to establish a system like apps. the state has not released the name of the man at the center of that richmond bust. >>> we now know the identities of the two children and two adults san mateo

. >>> i'm anne makovec with more on the governor's plan to combat crime in oakland. he's sending in 120 officers from the california highway patrol, trying to get things under control. that includes specialized chp units, and what the governor calls advanced investigative technology. they will be working with the oakland police and the sheriff's office in a targeted crackdown on crime including vehicle theft, retail theft, and violent crime. all of which have been up double digit percentages over the past few years in oakland. community leaders are divided if this is the right plan. >> i think this is a strong message from all of us. number one, we want to make sure, you know, people committing crimes, there have to be consequences. secondly i think the message is out there saying the defending the police is not what people want. >> it's got to be 120 offices and more violence against our community members. >> this is not the first time chp has been called in to help local law enforcement. the government sent them to san francisco's tenderloin in october, along with

>> i'm anne makovec following the latest on massive power outages across the bay area. pg&e still working to get power restored after sunday's big storm. tens of thousands of people have been without power for more than three days now. here is a look at the latest outage map. the numbers from pg&e shows more than 37,000 people still in the dark right now. pg&e calls this latest storm the largest single storm event in the company's history affecting more than 1.4 million homes and businesses. they say the strong winds took down more than 700 poles across its service area. blowing almost 250 transformers. they say some of these outages are in remote locations that they can't access with their trucks, so they have been bringing in helicopters to help. >> expressing my empathy and understanding for how challenging it is to be without power even for a short period of time. especially for those customers who are remaining without power at this time. know that we are working diligently, very hard, day and night. they are doing everything they can to restore power as quickly as
