kpix 5 reporter anne makovec is live in san jose on why their return home may not spell relief. anne. >> reporter: it is going to be a really long cleanup process here. i'm in the rock springs neighborhood which is one of the hardest hit. the city still has its water pump behind me. over here a pile of debris that is only going to grow. and we did see a police officer patrolling this neighborhood earlier. they are making sure that people aren't going into homes that i have red tags on them this morning. let's talk a little bit about this tagging process. all the homes in the previously evacuated areas, most of them do have a tag on them. if it's green, that means it's clear for reentry. if it's yellow, that means it's restricted. and if there is a red tag on the door, do not enter. it is not safe. this weekend dozens of volunteers including the mayor sam liccardo will help sol of the returning evacuees clean out the furniture. the process of damage assessment and cleanup will likely take weeks. >> couldn't save anything. pretty much everything went down the drain. i couldn't sav

kpix 5 anne makovec is live. anne. >> reporter: the operation behind me has been going on all night. they are gathering up rocks, putting them in bags. this will all be part of the plan to try top shore up this emergency spillway along the dam before storms come in thursday and friday and through the weekend. that is a lot of rain that this dam cannot necessarily handle. at least its spillways so evacuations are still in place as they try to determine how structural sound this dam its spillways are at this point. crews have been hauling in bolders from the air and by ground to reenforce the two spillways. the real concern here was erosion at bottom of the emergency spillway after lake oroville over flowed last week. the emergency spillway had never been used before and the erosion underneath put up red flags that it could damage the integrity of the reservoir itself. crews have been releasing water from from it as quickly as possible. >> we're moving 100,000 cubic feet per second down that spillway. we've been do

kpix 5 reporter anne makovec is live in livermore with the latest on repair work along i- 580.reporter: i'm going to bring roqui's traffic report to life for you here. i'm along 580. the westbound lanes, i'm at north flynn road and the closure is one exit to the west of where i am right now. it's greenville that you can see, but the backups started miles before that. at greenville they have shut down two lanes because of two really large potholes that opened up around 3 a.m. the chp got reports of about 15 cars that had gotten flash tires because of those potholes. so they shut down those two lanes. that means we are down to only 2 lanes. and the repairs are going to be going on until 3 p.m. so if you can avoid driving west from the livermore area, you would be in good shape this morning. this would be one of those days to try to work from home if that is a possibility. we are trying to get chopper 5 above the scene so hopefully we'll have some pictures of those potholes and the repairs going on for you later on this morning. in livermore, anne makevoc, kpix 5. >>> meanwhile si

kpix 5's anne makovec was there and shows us the challenges of repairing the road. >> reporter: the challenge for crews right now is that this big pothole is on a bridge so it's not as simple as just filling it in. it's four by ten feet long and exposes the rebar underneath westbound 580. that shut down the two right lanes over greenville road for the morning commute. more than a dozen drivers got flash tires by hitting this hole at full speed. caltrans took all morning to make a plan to fill this hole temporarily. >> more permanent repairs need warm dry weather. >> reporter: in the meantime the traffic was crawling between tracy and livermore. this truck driver took 2.5 hours. he says 580 has been needing repairs for years. >> they will mess around and break a spring leaf on this thing and it happened before. so for them not to fix it and we pay all these taxes is horrible. >> reporter: caltrans says there are plans to repave the road this year. >> i know that the paving out there is in really ragged shape but there are other places that needed more attention first. >> reporter: the goal is

kpix 5's anne makovec has more details on today's proceedings. >> reporter: lawyers painted two veryifferent pictures of noor salman today on one hand a former special ed. student who loved hello kitty, on the other a manipulator who knew exactly what her husband, omar mateen was planning to do the night he went on a killing rampage at a florida nightclub last june. he shot 49 people to death and wounded 53 others before police killed him. prosecutors say salman admitted to the fbi that she had cased the club with mateen before the attack as well as downtown disney and that the couple discussed which target might make people more upset. prosecutors also say she saw her husband walk out of the house the night of the attack with a gun and ammunition. but the defense says she didn't know his intentions wasn't religious and had no motive or role to play. >> had any contact with isis, watched anything, done anything herself, you know what she is? she is alive and omar mateen is dead so she is the only person they can charge. >> reporter: salman pleaded not guilty to two charges one count

that is kpix 5's ann makovec is live. >> reporter: this confusing a lot of drivers this morning who are trying to get northbound or southbound on 101. this is normally the onramp to 101 southbound at old oakland road but it is closed. you can see the chp down there ready to catch any drivers who happen to try to thwart this closure. 101 is closed in both directions between the 280-680 interinc. change -- interchange and i- 880. northbound lanes north of morgan hill are finally reopened. water inundated the highway late yesterday morning after water coming from the anderson reservoir failed sending water across two lanes. the new northbound section was closed at cochran road. officials brought in a make shift dam to divert water off the highway. >> i saw the semi trucks were going through that water but then they shut it down completely. >> reporter: how long have you been waiting here? >> about almost two hours. >> reporter: in the meantime, all of the northbound traffic was diverted on to city streets. it was a real mess those traffic back-ups were monstrous. people sitting in their ca

kpix 5's anne makovec has that fallout. >> reporter: if you have been out driving today, now the roadwaysave plenty of water. this is the alemany boulevard exit from highway 280 in san francisco. it's under about a foot of water now and we have seen trouble all over the peninsula so far today. the ground gave way on this hill above highway 84 this morning bringing down mud, rocks and dirt forcing caltrans to close the roadway to traffic. this is in the hills near la honda. and today crews have been working to shore up the hillside. they actually had to pause their work earlier in the day because the ground was moving. this is the problem we'll see more of in the days to come. at least were also coming down across -- trees were also coming down across the bay area today. this one was not far from the mudslide. it fell across both lanes but cars were able to navigate around it. one thing you shouldn't do? try to navigate around things like this. caltrans says that people have been moving barriers, blocking off areas like this and trying to pull through and ending up having to turn back arou

kpix 5's anne makovec is live in guerneville to show us how conditions are looking right now . >> reportercan see some of the flooding here behind me at this mini golf course and it's only going to get worse this morning. the russian river is expected to crest at 11 a.m. at 36.7 feet. that's about 4.5 feet above flood stage. let's check the video from earlier this week. it rose to that level earlier on tuesday. homes and river near the russian river banks were once again flooded and as soon as the waters receded here we are again. and then there's the mark west river in west sonoma county which joins with the russian river trees and branches down around its banks normally less than a foot deep but it's approaching 10 feet in some stretches. >> i have been here just over 7 years. generally with heavy rain but nothing like this. this is my first year where we have been flooded in. >> reporter: here's another issue to keep your eye on if you are traveling in the area today. highway 1 is down to one lane to our west and they might have to close it completely if the flooding gets worse. we'll s

kpix 5's anne makovec has been struck in traffic all morning and joins us live from millbrae.ow is it now? >> reporter: it is really windy and really rainy [chuckling] really coming down. the wind died down a little bit but our truck has been wobbling all over the road as we have been going from place to place. there's been trees down, branches down. but i want to give you a look at this accident that did have us at a standstill on 280 about an hour ago. this is 280 northbound at highway 1. and, um, all lanes were blocked for some time. there was a red car that overturned. i'm not sure about the condition of the driver in that accident. but there is still slow traffic there northbound 280 at highway 1. just very difficult to get around this morning from the pop-up puddles that you'll see in addition to, um, the wind on the roadways and then the rain which is really just going sideways sometimes. we also tried to check out there was a closure at devil's slide just north of devil's slide in pacifica because it was a tree down there. that was closing that road for almost 5 hours

anne makevoc, kpix 5. >>> right now, some areas are getting dried out and others are still slammed. >> yeah. anne makovec was just asking me a very interesting question a couple of minutes ago, saying okay, are we seeing more rain in this particular area where she is this morning in guerneville than anywhere else in the bay area? and it's been going hand in hand when we forecast six inches of rain in the north bay, six inches also in the santa cruz mountains. i try to pull some stats together really fast and where she stands we are 196% of normal. i mean, nearly 200% of normal. and just slightly below that in portions like ben lomond. so good morning, everybody. we still have the rain but we are keeping a watchful eye on the russian river in the guerneville area where it did crest as anne was saying on this past tuesday. it's already one foot above flood stage cresting at about 37 feet at 11 a.m. so with that kind of forecast, you know there will be moderate flooding in the area. also mentioned in central sonoma county, that red highlighted area, that is a flood warning in effect for the mark west creek
