joining me now for more, nbc correspondent ann thompson. ann, you think it can't get any worse. here's what the vatican had to say about why these proposals were shot down. considering the nature and scope of the documents being proposed by the conference, i believe it would have been beneficial -- this is from a cardinal -- to have allowed for more time to consult with this and other congregations. but there is an ap exclusive piece that put it, the draft proposals only arrived at the vatican november 8, four days before the bishops' meeting began. is this slow bureaucracy, is this a total not understanding what's going on out in the world? what's happening here? >> i think it boils down to who has -- when does the vatican come in and have a role in what the u.s. bishops are going to do? the vatican wanted its role to happen before they made a vote. the u.s. bishops thought it would happen after they voted on these proposals. the two proposals, you remember, came out of the scandal around former cardinal theodore mccarrick of washington, d.c. who was accused of abusing a minor.
